EDUCATION and/or EXPERIENCE 

Bachelor's degree in Human Resources, Business Administration, Public Administration, Occupational Health, or related field. Minimum of 5 (five) years of progressive HR, Leave Administration, Compliance, or Employee Relations experience. Minimum of 3 (three) years of experience managing leave programs and/or DOT compliance initiatives. Strong knowledge of FMLA, ADA, workers' compensation coordination, and DOT/FMCSA regulations. Experience handling confidential employee medical and personnel information. Strong analytical, organizational, and problem-solving skills. Knowledge and experience of FTA audits and compliance as related to 49 CFR Part 655, Prevention of Alcohol Misuse and Prohibited Drug Use in Transit, and Part 40 Procedures for Transportation Workplace Drug and Alcohol Testing Programs. Completion of the FTA Drug & Alcohol Program Manager (DAPM) highly desired. Experience with a union and regulated safety-sensitive transit work environment preferred. 

INTERVIEW SELECTION PROCESS: The selection process may include one or more components to demonstrate applicants' knowledge, skills and abilities in job related areas. These may include exercises such as practical demonstrations, written communications, oral interviews and/or competency assessments.

SUMMARY 

Responsible for overseeing MARTA's employee leave administration programs, Department of Transportation (DOT) compliance initiatives and the activities of the Leave Management staff. Ensures compliance with federal, state, and local regulations related to employee leave, workplace accommodations, medical certifications, ADA/AA and DOT requirements for safety-sensitive employees. Serves as the subject matter expert for leave administration, return-to-work coordination, ADA accommodations, and DOT drug and alcohol testing compliance. Compiles and analyzes statistical data and research at the request of executive management. Partners with HR leadership, operational departments, medical providers, and employees to support a compliant, efficient, and employee-focused workplace. Creates and delivers specialized compliance training and presentations for the Authority. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Oversees administration of employee leave programs, including FMLA, ADA accommodations, modified duty, military leave, personal leave and other applicable leave programs, while coordinating fitness-for-duty evaluations and return-to-work clearances with medical providers and employees. 

  2. Ensures employees and managers receive guidance regarding leave policies, procedures, and workplace accommodations, while monitoring leave trends, usage, and compliance metrics and preparing reports for leadership. 

  3. Administers and oversees compliance with DOT and FTA regulations for safety-sensitive positions, while managing DOT drug and alcohol testing programs, including pre-employment, random, post-accident, reasonable suspicion, return-to-duty, and follow-up testing. 

  4. Maintains accurate DOT records and ensures compliance with federal retention requirements. 

  5. Tracks CDL medical certifications, expirations, and employee eligibility requirements, while coordinating with third-party vendors, medical review officers (MROs), and collection sites regarding DOT testing and compliance activities. 

  6. Monitors regulatory updates and implement policy or procedural changes as needed to ensure compliance with all applicable federal, state, and local employment and transportation regulations. 

  7. Develops, implements, and maintains leave management and DOT compliance policies and procedures, while conducting audits of leave files, DOT records, and compliance documentation. 

  8. Maintains confidentiality of employee medical and personnel information in accordance with applicable laws and organizational standards, while supporting internal investigations and compliance reviews related to leave administration or DOT matters. 

  9. Provides guidance and training to managers and employees regarding leave processes, accommodations, return-to-work procedures, and DOT requirements, while collaborating with HR, Safety, Operations, Legal, Payroll, and Risk Management teams to ensure consistent policy application and operational support. 

  10. Responds to employee concerns and provides exceptional customer service while balancing operational and compliance needs, serves as a subject matter expert for FTA, Georgia DOT, American Public Transportation Association (APTA), and internal safety audits and drug and alcohol program related matters, and develops and conducts mandatory FTA regulatory training for employees and management.

  11. Manages vendor relationships associated with leave administration, occupational health services, and DOT compliance programs, while identifying opportunities to improve efficiency, customer service, compliance tracking and reporting processes. 

  12. Assists with workforce planning and operational readiness initiatives related to employee leave and compliance programs. 

  13. Performs other related duties as assigned, including Transit Ambassador assignments. 

SUPERVISORY RESPONSIBILITIES 

Supervises Leave Management and DOT Compliance staff. Interviews, hires and develops subordinate personnel, sets standards and evaluates performance of employees; provides feedback, coaches, disciplines, and discharges as appropriate.
