Job Summary:

The Technical Lead will provide hands-on technical leadership for the modernization of MSHA's Qualification and Certification, Miner Identification Number, and Issuance systems. The individual will lead and guide an application-development team in designing, developing, testing, documenting, and deploying modernized software solutions. The Technical Lead must bring substantive, demonstrable experience with TypeScript and the Angular Framework, user-centered design, Java or .NET middleware, Oracle database development, requirements analysis, system design, code review, testing, and DevSecOps delivery. This is not a purely architectural or personnel-management position. The Technical Lead must possess credible hands-on development experience and the ability to review and guide the work of front-end developers, middleware engineers, database personnel, and software testers.

Key Responsibilities
  • Lead the application-development team in designing and implementing solutions that satisfy approved functional, technical, security, accessibility, and performance requirements.

  • Provide hands-on technical leadership for TypeScript and Angular application development.

  • Guide the implementation of responsive, accessible, user-centered interfaces for desktops, laptops, tablets, mobile phones, and supported web browsers.

  • Apply user-centered design principles and federal digital-experience standards.

  • Lead or review Java or .NET middleware design, development, integration, and troubleshooting.

  • Lead or review Oracle database development, queries, stored logic, data access, performance, and migration activities.

  • Perform code reviews for front-end developers, middleware engineers, and other technical team members.

  • Develop or guide implementation of complex business and decision-support logic, including notifications, rules, workflows, validations, and database queries.

  • Analyze existing process-flow diagrams, use cases, system documentation, source code, architectures, backlogs, and planned releases.

  • Work with stakeholders and product owners to validate, refine, and decompose business needs into detailed functional and system requirements.

  • Facilitate technical and requirements-elicitation discussions with business, product, development, testing, security, and operations stakeholders.

  • Produce or oversee process flows, wireframes, use cases, test cases, interface specifications, architecture diagrams, and detailed system-design documentation.

  • Transform stakeholder requirements into a detailed technical design describing components, interfaces, data movement, security controls, and deployment considerations.

  • Collaborate with DOL stakeholders to define and document the target architecture.

  • Analyze and recommend approaches for system migration, data migration, data management, and modernization.

  • Ensure development follows applicable DOL standards, federal requirements, and industry practices.

  • Support Agile sprint planning, story refinement, technical estimation, solution design, development, code review, testing, and release preparation.

  • Ensure code is maintained in the approved DOL Git repository.

  • Support Jira and Confluence documentation for epics, user stories, tasks, defects, test cases, and technical decisions.

  • Integrate cybersecurity into design, development, testing, release, and deployment activities.

  • Support vulnerability mitigation, security testing, security authorization, configuration baselines, access controls, encryption requirements, and interface protections.

  • Support automated testing and code-promotion practices within a container-based, version-controlled DevSecOps pipeline.

  • Ensure releases include the required code-review, unit-test, accessibility-test, performance-test, and security-test evidence.

  • Collaborate with software testers to ensure delivery of reliable, secure, accessible, and maintainable solutions.

  • Develop and maintain technical documentation, support manuals, deployment instructions, configuration documentation, and release artifacts.

  • Provide technical leadership during transition-in, knowledge transfer, production implementation, operational handoff, and transition-out.


Required Skills and Qualifications:
  • Demonstrated hands-on TypeScript development experience.

  • Demonstrated hands-on Angular Framework development experience.

  • Demonstrated experience applying user-centered design principles.

  • At least five years of experience managing application development on IT projects of similar scope and complexity.

  • Experience managing people, processes, and technologies within application-development environments.

  • Associate degree in information technology, engineering, quantitative analysis, or a similar field.

  • Two years of specialized experience may substitute for one year of the academic requirement.

  • Demonstrated Java or .NET middleware development experience.

  • Demonstrated Oracle database development experience.

  • Experience conducting technical and code reviews.

  • Experience translating functional requirements into software code and technical designs.

  • Experience with internal testing, production-environment support, and technical documentation.

  • Experience with responsive design, Section 508, WCAG, Trusted Tester practices, or equivalent accessibility testing.

  • Familiarity with the U.S. Web Design System and the 21st Century Integrated Digital Experience Act.

  • Experience with Git, Jira, Confluence, ServiceNow, containers, and automated CI/CD pipelines.

  • Experience with secure coding, vulnerability remediation, security authorization, and NIST-aligned controls.

  • Experience with data migration, database modernization, and integration of legacy data.

  • Experience supporting applications that process personally identifiable or sensitive information.

  • Experience developing applications for current and previous versions of major web browsers.

  • Experience with low-code or no-code development approaches in conjunction with custom application development.

  • Experience providing production support and transitioning applications to operations-and-maintenance teams.
