Learning & Development Program ManagerPosition Summary

The Learning & Development Program Manager is responsible for leading organizational learning initiatives, managing training programs, and supporting workforce development through instructional design, program management, and training operations. This role partners with leadership, subject matter experts, and employees to identify training needs, develop effective learning solutions, evaluate program effectiveness, and ensure learning initiatives align with organizational goals. The position also provides logistical support for training events, policy guidance, conference coordination, and records management.

Key Responsibilities
  • Serve as the program manager for organizational consultation and team-building initiatives, supporting employee engagement and organizational effectiveness.
  • Manage the planning, coordination, and logistical support for technical and professional development training programs, including classroom, virtual, and off-site learning events.
  • Partner with supervisors, managers, and business leaders to assess organizational learning needs and develop customized workshops, conferences, and training solutions.
  • Coordinate the design, development, and revision of instructional materials including lesson plans, presentations, participant and instructor guides, job aids, case studies, and practical exercises in accordance with instructional design standards.
  • Collaborate with subject matter experts to develop learning content, conduct business case analyses, and provide guidance on effective training methodologies and performance support tools.
  • Promote, launch, and implement new learning programs across business units and organizational locations.
  • Provide guidance to managers and employees regarding training policies, Individual Development Plans (IDPs), professional development opportunities, and appropriate learning strategies including instructor-led, virtual, and on-the-job training.
  • Advise leadership on selecting formal learning programs and development opportunities that support workforce capability and succession planning.
  • Develop and manage learning measurement strategies, including customer satisfaction surveys, needs assessments, pre- and post-training evaluations, and program effectiveness metrics.
  • Analyze training data and prepare reports using dashboards, charts, graphs, benchmarking, and trend analysis to measure business impact and identify continuous improvement opportunities.
  • Apply instructional systems design (ISD) methodologies and task analysis techniques to identify learning objectives, organize curriculum, and develop comprehensive instructional design plans.
  • Analyze organizational learning challenges and recommend instructional strategies, delivery methods, and course structures that improve employee performance and knowledge transfer.
  • Design assessment tools and evaluation methodologies to measure learning outcomes, skill acquisition, and on-the-job application of training.
  • Review assessment results and recommend enhancements to learning programs, curriculum, and employee development initiatives.
  • Draft and maintain policies, procedures, guidance documents, and instructional materials supporting learning and development programs.
  • Coordinate conferences, workshops, leadership events, and off-site training programs, ensuring successful planning and execution.
  • Support departmental records management activities, including document organization, records cleanup, and compliance with records retention requirements.
  • Monitor project timelines, deliverables, and milestones to ensure learning initiatives are completed on schedule and within scope.
  • Research industry trends, learning technologies, and best practices to continuously enhance organizational learning programs.
Required Qualifications
  • Bachelor's degree in Human Resources, Organizational Development, Education, Instructional Design, Business Administration, or a related field (or equivalent combination of education and experience).
  • Experience managing corporate learning, training, instructional design, talent development, or organizational development programs.
  • Experience developing instructor-led, virtual, and blended learning solutions.
  • Knowledge of instructional systems design (ISD) methodologies and adult learning principles.
  • Experience conducting training needs assessments and program evaluations.
  • Strong project management and organizational skills with the ability to manage multiple initiatives simultaneously.
  • Excellent written, verbal, facilitation, and presentation skills.
  • Strong analytical skills with experience developing reports, metrics, and data-driven recommendations.
  • Ability to collaborate effectively with executives, managers, subject matter experts, and cross-functional teams.
Preferred Qualifications
  • Experience with Learning Management Systems (LMS) and learning analytics.
  • Knowledge of Kirkpatrick evaluation methodology or other learning measurement frameworks.
  • Experience developing employee development strategies, competency models, and Individual Development Plans (IDPs).
  • Project Management Professional (PMP), Certified Professional in Talent Development (CPTD), ATD certification, or related professional certifications are a plus.
