IT Project/Program Manager

Peoria, IL | Chicago, IL | Dallas, TX — Hybrid

Diversified Services Network, Inc. (DSN) is seeking a full-time IT Project/Program Manager for a hybrid position, with occasional onsite work in the candidate's choice of our Peoria, IL, Chicago, IL, or Dallas, TX offices. Position Overview

The IT Project/Program Manager plans, directs, and coordinates activities across fields such as electronic data processing, information systems, systems analysis, and computer programming. This role manages delivery of platform features and capabilities, supporting multiple development and scrum teams while interfacing with technical staff, management, and business resources across global teams. The IT Project/Program Manager is accountable for ensuring successful, on-time, within-budget, and error-free completion of a group of related projects that deliver a common program goal, and provides leadership and mentorship to less experienced project managers.

Key Responsibilities

• Manage the planning and execution of project/program deliverables, including the project charter, communications plan, metrics, reporting, and overall program plan and budget.

• Use knowledge of cloud-based platforms and digital processes, combined with strong business acumen, to guide cross-functional teams through project execution.

• Manage multiple projects concurrently using Agile or Waterfall methodology as appropriate, following current industry practices such as DevOps and Continuous Integration/Continuous Delivery to maximize velocity and innovation.

• Serve as the principal communicator with clients and internal stakeholders regarding project status, providing regular updates to business stakeholders and consumers of program deliverables.

• Define program scope and success indicators, prioritize program requirements with product owners and other stakeholders, and manage dependencies across all active projects.

• Develop the communication plan and stakeholder management plan for the program, including a stakeholder register and analysis of stakeholder positions.

• Identify, log, and manage program risks and issues with stakeholders, taking timely action to mitigate or eliminate risk.

• Evaluate team members within the program organization, add or train resources as needed, and mentor project managers to support successful program delivery.

• Create a rough order of magnitude for the program budget, track actuals, and complete quarterly spend forecasts throughout the program lifecycle.

• Radiate program status using visual tools, and maintain program artifacts, including lessons learned, in a shared, accessible environment.

• Meet with department heads, managers, supervisors, vendors, and others to solicit cooperation and resolve problems.

• Evaluate proposals to assess project feasibility and requirements, and develop and interpret organizational goals, policies, and procedures.

• Develop computer information resources that provide for data security and control, strategic computing, and disaster recovery.

• Advocate for the program and support its successful adoption across the organization.

Requirements

Education & Experience

• Bachelor's degree in Information Systems, Computer Science, or a related technical field required, with 8-10 years of professional experience; a Master's degree with 5+ years of experience is also acceptable. MBA or other related advanced degree preferred.

• PMI or PMP certification preferred; Scrum Master certification a plus.

• Demonstrated experience working with large programs or enterprise organizations, with a stable, progressive track record across prior roles.

• Experience working with data engineering teams on end-to-end application and data migration initiatives.

• Technical background in developmental engineering management.

• Familiarity with the Application Development lifecycle and prior experience leading cross-organizational system testing teams preferred, along with familiarity with manual and automation techniques for system testing.

Technical Skills

• Strong knowledge of project/program management principles, including strategic planning, resource allocation, and execution methods, with 5+ years of experience in Agile project management.

• Strong knowledge of software development platforms and cloud services such as AWS; AWS Cloud certification a plus.

• Strong knowledge of Agile methodology and the Software Development Lifecycle.

• Strong knowledge of software test lifecycle and techniques.

• Knowledge of Microsoft Azure DevOps.

• Experience managing software development projects/programs within large matrix organizations.
