Connective is seeking a Program Manager to lead the design, implementation, and growth of Disaster Case Management & Temporary Housing programs. In this role, you'll manage day-to-day program operations, lead within that program scope, drive continuous improvement through ongoing partner engagement and data analysis, and partner with internal and external stakeholders to ensure flood-affected households in Kerr County, TX, access critical services efficiently and equitably.
After the local Kerr County programmatic duties have concluded, you will transition to a core Program Manager supporting broader Connective programs, resource navigation systems, and operations as needed.

Required Qualifications:
  • 4+ years of experience in program, project, design management, or strategy roles, including end-to-end management of technology-enabled initiatives such as CRM implementations.
  • 1-3 years of experience leading, supervising, or managing teams and cross-functional stakeholders.
  • 1-3 years of experience working in a nonprofit, social services, or high-volume customer service environment.
  • Strong written and verbal communication skills, with the ability to translate user needs into actionable recommendations for leadership.
  • Exceptional organizational skills, attention to detail, and commitment to Connective's mission of expanding equitable access to social services.
  • Live within one of the following counties and willing to travel as needed. (Kerr, Kimble, Harris, Ft Bend, Galveston, Montgomery, Waller, and Brazoria).

Preferred Qualifications:
  • Experience gathering, documenting, and translating end-user requirements into actionable process or technology solutions.
  • Proficiency with Excel or Google Sheets, including data cleaning, organization, analysis, and reporting.
  • Experience working with Salesforce or other CRM platforms to support program operations and user needs.
  • Familiarity with nonprofit or social services programs, such as case management, benefits navigation, disaster recovery, or related service delivery models.
  • Bachelor's degree or equivalent combination of education and relevant professional experience; bilingual English/Spanish skills are a plus.

  • Plan, implement, and continuously improve programs using project management and human-centered design approaches.
  • Define stakeholder roles, responsibilities, timelines, and success measures to support effective execution.

Stakeholder Engagement
  • Build and maintain productive relationships with internal teams, community partners, and external stakeholders.
  • Establish communication, reporting, and feedback processes that drive alignment and accountability.

Operations & Quality Assurance
  • Oversee program operations, monitor service quality, and ensure compliance with program standards.
  • Identify issues, implement sustainable solutions, and maintain clear documentation of processes and best practices.

Data, Technology & Continuous Improvement
  • Analyze program data to identify trends, measure performance, and inform decision-making.
  • Manage program use of Salesforce and other tools, gather user feedback, support training, and translate business needs into technical requirements.

Equity & Adaptability
  • Advance equitable access to services by centering the needs of historically marginalized communities.
  • Navigate changing priorities and respond effectively to crises in a fast-paced environment.

Disaster Case Management & Temporary Housing Programs
  • Lead training, stakeholder meetings, case coordination, and partner engagement activities.
  • Monitor assessments, manage caseload allocation, coordinate housing placements, resolve program issues, and prepare reports for funders and leadership.
