This position reports to the Agency's Deputy Director of Health Promotion and Services & Chief Medical Officer and is responsible for the executive level oversight of Health Programs, including the Bureaus of Chronic Disease and Injury Prevention, Communicable Disease Prevention and Control, and Maternal and Child Health, as well as the Senior Health Programs Liaison and the CDC Career Epidemiology Field Officer (CEFO) assignee.

This position is an engaged member of the HPS executive group and the HPS leadership team. LEADERSHIP AND STRATEGIC PLANNING: Actively participates in core HPS team meetings. Works with the staff to identify opportunities for quality improvement initiatives and identifies and implements proactive and innovative solutions to challenges.

Contributes to the HPS and Agency's strategic plan development, implementation, and evaluation processes. Promotes collaboration across the Agency and HPS to promote effective use of resources and maximize health outcomes. Has fiscal knowledge of the budgets for the bureaus within the Health Services Branch and participates in financial planning processes.

Ensures funding and resources are used in adherence with requirements and goals. Participates and represents HPS and the Agency on internal and external committees and work groups. PROGRAM AND STAFF MANAGEMENT: Provides guidance and support to the Bureaus of Clinical Services, Community Nutrition Services, Electronic Health Record, and HPS Coordination.

Conducts routine and as needed meetings (in-person and virtual) with direct reports. Supports staff and addresses personnel issues in a timely manner; performs required employee performance reviews. STAFF AND WORKFORCE DEVELOPMENT: Approves all HR/salary actions in a timely manner and provides initial guidance to managers within the Branch on HR matters.

Works with staff and HR in the recruitment of hard to fill positions. Identifies staff training needs and seeks opportunities to address needs. Encourages and promotes professional growth opportunities for staff.

Promotes and supports opportunities within Health Services Branch for student and trainee experiences and education. Coaches and mentors staff as appropriate. SUPERVISORY DUTIES: Performs fundamental supervisory and leadership functions in accordance with agency policies and procedures, best practices and Federal and State rules and regulations, especially regarding Equal Employment Opportunity Commission (EEOC) standards.

Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives. Promotes workforce engagement and a safe, professional, and productive work environment for all employees. OTHER DUTIES AS ASSIGNED: Performs other duties as requested, including assisting with special projects, serving in the Agency's response to an emergency, and providing coverage for the Deputy Director for HPS as requested.

Minimum and Additional Requirements State Minimum Requirements: A bachelor's degree and relevant program management experience. Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the DPH Chief Human Resources Officer, or their delegate. Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation. Preferred Qualifications A Master's degree or higher and five (5) or more years of experience in leadership or administration, including executive or senior level management experience.

Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the DPH Chief Human resources Office or their designee. Possesses a clean and valid drivers license. A Master's degree or higher in public health, health administration, business administration, nursing, medicine, dentistry, or veterinary medicine.
