Project Director
The Project Director (PD) will have experience as a capture manager, targeting and cultivating strategic business relationships, meeting or exceeding assigned objectives. The PD will have experience building a pipeline and winning mid-to-large sized (>$25 Million) opportunities.
The PD will serve as people leader and Subject Matter Expert for DoD programs and projects. Projects will include Construction Management (CM), Project Controls, and Advisory Services to DoD and related agencies as a prime and on subcontracts to large business partners, Nationwide.
Occasional local and long-distance travel is required for corporate meetings and reporting to customer or project sites.
Duties:
  • Strategize on win themes to align with customers' critical needs. Develop a capture plan and lead planning sessions with core support team
  • Coordinate meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices
  • Plan and participate in Business Development (BD) activities, to include opportunity gate reviews, black hat sessions, collaboration and workshop sessions, and proposal reviews
  • Lead competitive assessments, teaming, and price-to-win efforts
  • Manage the development and submission of proposals and RFI responses, white papers, and other proposal artifacts as assigned
  • Brief capture status to senior management
  • Conduct postmortem reviews on wins and losses to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions
  • Mentor other capture managers and rotational program staff in the BD process
  • Develop and manage BD budget
  • Cooperate with and lead matrixed teams in a virtual environment
  • Manage staff, billing, invoicing, and all associated tasks with ensuring successful project completion
  • Perform on projects in role of Project Executive, and in other roles as needed
  • Assist in identifying and recruiting project staff
  • Supervise, direct, and provide feedback and performance evaluations to staff

Minimum Qualifications
  • Bachelor's in Engineering, Architecture, Construction Management or related field, plus 15 years' related experience
  • Professional Engineer (PE) certification
  • Professional license/certification preferred: Registered Architect (RA), Certified Construction Manager (CCM), and Project Engineer (PE)
  • 8 years' experience working on related construction projects as a Project Manager and/or Program Director
  • 5 years' experience in business development, capture management, or related practice
  • 5 years' experience in construction management on GSA projects
  • Prior related construction or facility management experience
  • A proven track record of successful capture management across related markets, across multiple organizations and programs at a variety of acquisition sizes
  • Proven experience of leading and directing a profit/loss line of business with an understanding of developing overhead and billing rates.
  • Understanding of business financial strategy and ability to plan for profit.
  • Ability to obtain Top Secret Security Clearance required. Active Secret clearance is preferred
  • Leadership skills

  • Strong verbal communication skills and prior experience briefing executives
  • Ability to obtain Top Secret clearance preferred
