Job description

The Proposal Manager coordinates all proposal activities that the company engages in, including managing proposal schedules and deadlines, developing proposal outline and compliance matrix, directing personnel, monitoring the progress of the proposal, and assessing quality and compliance.  

Responsibilities include: 

  • Managing all aspects of proposal management, including creating timelines and schedules for proposals, strategy, win themes, differentiators 

  • Engaging team members to ensure that proposal inputs are completed and compliant (Direct writing/editing/rewriting efforts, as needed) 

  • Reviewing proposals for compliance with company policies and industry standards 

  • Coordinating the development of proposals with various departments within an organization, such as marketing, human resources, contracts, finance, solutions, and client delivery 

  • Evaluating proposals based on their impact on the company’s bottom line 

  • Providing feedback to proposal writers on how to improve their proposals 

  • Developing and maintaining relationships with stakeholders to ensure that they are satisfied with their experience working with the company 

  • Create, review, and revise a proposal outline that will be used as a key document design and control medium to meet draft and final solicitation requirements 

  • Develop storyboards and content plans 

  • Build the proposal compliance matrix and track the fulfillment of all requirements 

  • Develop the proposal outline to ensure both compliance and responsiveness to the customer’s issues and needs 

  • Assess the proposal content to ensure both compliance and responsiveness to the customer’s issues and needs 

  • Review completed storyboards and proposal sections to ensure requirements are adequately addressed and that customer page limits are not exceeded 

  • Conduct regular proposal progress status meetings and maintain the proposal schedule 

  • Work with the Volume Leaders to ensure inter-volume compatibility is achieved 

  • Manage, coordinate, and facilitate the review team process for each proposal 

Required Skills/Experience: 

  • Demonstrated knowledge and understanding of the proposal development lifecycle 

  • Demonstrated experience researching for, writing, and editing proposals  

  • Experience managing multiple opportunities and timelines simultaneously 

  • Strong attention to detail 

  • Strong interpersonal and collaborative skills 

Preferred Skills/Experience: 

  • 5 or more years of demonstrated proposal development and management experience in: 

  • Small and Mid-Market firms that provide Information Technology Consulting services to the Federal sector, 

  • Federal Competitive and Single Award, Direct, IDIQ, BPA, MAS, and MAC solicitation response, 

  • Task & Work Order responses under IDIQ, BPA, MAS, and MAC, 

  • Development of and responding to subcontractor and teaming data calls, and the 

  • Coordination of activities supporting proposal development 

  • Excellent research, writing, and editing skills 

  • Strong interpersonal and collaborative skills 

  • Ability to work independently  

  • Ability to bring together a team, understand what is needed from each team member, and facilitate achieving the desired outcomes 

  • Multitasking, organizational, and time management skills 

  • Working knowledge of Federal Government contracting, contract types/vehicles and procurement processes, and sourcing tools like GovWin, eBuy, etc. 

  • Strong capability in MS Office Suite (Word, Excel, PowerPoint, and SharePoint) 

  • Bachelor’s degree or equivalent experience, Advanced degree and/or certifications are a plus
