CLASS SUMMARY

Under the general supervision of the Vice President of Asset Management, the Portfolio Manager is responsible for the general management and oversight of all properties assigned to the portfolio. The candidate must be a dynamic professional with a proven history of results, including asset preservation, budget performance, industry compliance and effective communication and leadership skills.

Portfolio assignments vary and may include various types of housing to include but not limited to HUD Section 8, Low Income Housing Tax Credit, HUD 202, HUD Public Housing and Market Rate.

Portfolio Manager will provide management, direction, and leadership to direct reports and ensure that the property is maintained and operated in accordance with the HACM objectives and all regulatory requirements. Tracking project financials and schedules are required to report status regularly. The Portfolio Manager is responsible for the financial management, physical conditions, compliance, resident/occupancy issues, and community/resident relations.

TYPICAL CLASS ESSENTIAL DUTIES

(These duties are a representative sample; position assignments may vary.)

  1. Supervises Housing and Maintenance staff including, but not limited to, daily operations and maintenance, performance management, work assignments, disciplinary actions as may be required, time tracking, leave requests, interviewing, internal and Federal policy and procedure compliance, training functions, etc.
  2. Assists the VP of Asset Management in developing, implementing and/or updating departmental goals, strategies, budgets, preventative programs, energy efficiencies, and annual maintenance programs and procedural manuals.
  3. Manages financial operations sites following departmental rules, regulations and guidelines, including, but not limited to: assisting in the preparation of annual operating budgets, submitting requests for goods and services within the established budget, oversees the inventory of all property, to ensure properties are operated consistently with HUD financial guidelines and procedures.
  4. Monitors and analyzes property and tenant data for properties in relation to industry best practices, public housing funding issues, market conditions, market trends, and demographic changes.
  5. Develops a strategic business plan for assigned property including annual and long-term capital and operational budgets.
  6. Works with the VP of Asset Management to establish strategic objectives for portfolio including market position of property, occupancy, revenue, cost and resident services. Communicates these goals to appropriate staff. Develops, maintains and monitors Marketing Plan for the property.
  7. Performs other duties of a similar nature or level.
QUALIFICATIONS

Bachelor's Degree in Business Administration, Public Administration, Social Science, or closely related field. Experience in residential property management. Experience in developing business and strategic plans for a residential property is desired.

Equivalent combination of education and experience that would provide the above noted knowledge, skills and abilities may be accepted.

LICENSING REQUIREMENTS

Wisconsin Driver's License with fully insurable driving record

KNOWLEDGE (position requirements at entry)

Ability to plan, organize, implement and manage an assigned property in accordance with asset management principles.

Considerable knowledge of management principles, methods and practices and their application to property management and asset management. Prefer knowledge of Low income Housing Tax Credit (LIHTC) programs.

Ability to research and prepare financial analysis.

Considerable knowledge of policies and procedures, federal and state laws and regulations related to property management and asset management. Knowledge of the methods, techniques, and practices of building maintenance and repair.

Some knowledge of hazards and safety precautions including Occupational Safety and Health (OSHA) guidelines.

Considerable knowledge of REAC standards, Housing Quality Standards (HQS) or ability to learn quickly. Considerable ability to read and understand contracts, laws and regulations related to property management and asset management.

Considerable computer proficiency required with spreadsheet, word processing, presentation and personal information management software. Prefer work experience and proficiency using property management software.

Knowledge of the principles and practices of supervision; ability to assign, coordinate, supervise and evaluate the work of subordinate personnel.

Ability to establish and maintain effective working relationships with superiors, subordinate employees, representatives of social agencies and civic groups, law enforcement officials, residents and the general public.

Considerable knowledge of human behavior and social interaction as they relate to resident issues. Ability to prepare and present clear and accurate reports to diverse audiences.

Ability to speak and understand Spanish is desired.

Strong analytical skills.

Develops objectives and general policies and procedures for a specific program or functional area of responsibility within general scope of established operational goals and plans. Day-to-day work and decisions do not require direction or review by immediate supervisor. Frequently solves complex problems. End results are reviewed by supervisor. PHYSICAL REQUIREMENTS

Positions in this class typically require: reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
