Job description

Director, Public Policy

Background:

The Director, Public Policy is a key member of the US Public Policy team which is part of the US Communications and Government Affairs (CGA) function. The position will work closely with the Head, Public Policy, internal partners, and industry trade groups (PhRMA) to develop GSKโ€™s policy strategy for Medicare PartD specifically and other policy areas. The position will conduct in-depth policy analysis (legislation, regulation, and guidance), assess business impact, and help determine GSKโ€™s policy strategy and thought leadership on patient access, innovation, vaccines, and other policy issues. The individual will work across the CGA team, market access, legal, commercial teams, brand teams and ViiV Healthcare (ViiV) as applicable.

Role Description:

The position interacts with internal and external stakeholders to strategically analyze the impact of policies proposed by government agencies, develop GSK policy positions, external messaging, and inform stakeholders of current and evolving policy issues. This position will serve as an internal subject matter expert for PartD, CMMI, CMS and other policy issues. Externally, this position engages and manages relationships with PhRMA on key issues and engages with relevant staff within the CMS and other government agencies as needed.

Specific Responsibilities include:
  • Leads multiple crossโ€‘functional teams to analyze, assess impact, and develop comment and response to legislation and regulations impacting patient access to medicines, vaccines, and health care with a focus on implications for the GSK and ViiV Healthcare products and pipeline assets.
  • Supports GSK market access payer and other teams through targeted updates of policy changes in the Medicare PartD program.
  • Provides sound rationale and clarity on complex policy issues.
  • Educates internal stakeholders on evolving Medicare PartD, PBM, Inflation Reduction Act (IRA) and other policy issues and developments.
  • Drives alignment on key issues and works proactively to develop strategies and solutions for emerging issues.
  • Maintains network of external consultants to monitor and assess evolving program and policy changes across stakeholders.
  • Participates in assigned trade association work groups to represent GSK's interests, shape industry policy positions, and inform the internal stakeholders of policy issues and decisions.
  • Develops briefings and presentations for senior GSK leaders.
Basic Qualifications:
  • Bachelorโ€™s degree or equivalent; advanced degree preferred.
  • A minimum of 5โ€‘7 yearsโ€™ experience in healthcare policy, with extensive understanding of federal rulemaking and legislative processes.
  • Industry knowledge of Medicare PartD and the IRA.
  • Experience translating commercial and policy objectives into an aligned and actionable strategic plan.
  • A collaborative mindset and ability to drive consensus amongst various internal and external stakeholders.
  • Previous experience working with federal healthcare programs, commercial payers/providers, and managed care organizations.
  • Analytical and independent problemโ€‘solving skills with keen ability to exercise sound, independent judgment.
Preferred Qualifications:
  • Prior pharmaceutical industry experience or experience within government agencies (e.g., CMS), preferred.
  • Effectively being able to develop strategies and maintain a strategic mindset with a focus on flawless execution of key projects to achieve business results.
  • A selfโ€‘starter with a proactive approach, excellent time management, and prioritization skills.
  • A successful track record leading and managing several projects at a time.
  • Excellent written, verbal, and interpersonal skills.
  • Capable of presenting to, communicating with, and influencing senior management.
Location:

Must be commutable to our Washington, DC office 2โ€‘3 days a week. Work from home is allowed in a hybrid nature.

The US annual base salary for new hires in this position ranges from $171,000 to $285,000. The US salary ranges take into account a number of factors including work location within the US market, the candidateโ€™s skills, experience, education level and the market rate for the role. In addition, this position offers an annual bonus and eligibility to participate in our share based long term incentive program which is dependent on the level of the role. Available benefits include health care and other insurance benefits (for employee and family), retirement benefits, paid holidays, vacation, and paid caregiver/parental and medical leave.
