Description and Functions Open Until Filled GENERAL DESCRIPTION: As an Auditor II, you are an independent professional who handles complex, high-priority projects. You aren't just checking boxes; you are diving into multi-year audits that require a deep understanding of state and federal laws. While you don't have formal hire/fire authority, you serve as a mentor and technical lead for Auditor I staff-assigning tasks, reviewing their work for accuracy, and training them on how to spot discrepancies.

Conduct several complex audits per year, covering a single lease and production sharing agreement for a full year

Perform multi-period examinations to verify that companies are following State Statutes, lease agreements, and Board of Land Commissioners rules. Analyze complicated legal contracts to determine if product pricing is correct and if the deductions taken for transportation or processing are actually allowed. Direct the work of Auditor I personnel, providing guidance on audit techniques and checking their work papers for accuracy.

Review the audit files of co-workers to ensure all findings are backed by solid evidence and comply with regulations. Consult with and advise the Royalty Compliance staff on difficult problems regarding operations and financial documents. Write detailed audit reports and formal letters to companies regarding reporting violations or demands for payment.

Meet with energy industry personnel to discuss findings and resolve issues where the company's economic interest may conflict with the State's. Be prepared to defend your findings by testifying under oath or providing information to legislative committees and courts. Reconcile monthly reports to find mismatches between what the operators produce and what the payers report.

Travel to remote oil and gas sites-sometimes in harsh weather or high-noise environments-to verify equipment locations and production volumes through observation and interviews. Determine and assess appropriate interest and penalties for companies that fail to report or pay correctly. Qualifications KNOWLEDGE: Understanding of how oil and gas are produced, measured, and sold in an evolving market.

Ability to read and interpret complex legal terminology in production and marketing contracts. Familiarity with GAGAS/GAAP standards, Wyoming State Statutes, and lease terms. Proficiency in analyzing multi-sourced data, financial statements, and using agency compliance tools.

The ability to communicate effectively and professionally with industry personnel, the public, and regulatory agencies. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Finance) Experience: 0-2 years of progressive work experience (typically in Auditing) with acquired knowledge at the level of an Auditor I OR Education & Experience Substitution: 3-5 years of progressive work experience (typically in Auditing) with acquired knowledge at the level of an Auditor I Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: This position takes place in a normal office environment.
