Description and Essential Functions
To organize, direct, manage and supervise the activities and operations of the Organizational Development and Training division; to manage, design, and lead effective organizational development strategies and training programs that enhance organizational readiness, employee growth, retention, engagement, learning and innovative thinking; and to provide highly responsible and complex staff assistance to the Director of Human Resources/Risk Management.
Note: This is an unclassified, at-will position that is currently budgeted as Human Resources Manager; however, the title is pending reclassification to Organizational Development & Training Manager, subject to City Council approval. Additionally, the newly-hired employee in this position, if eligible, may receive up to $10,000 relocation allowance for expenses incurred for the relocation of the employee and their immediate family to San Diego County.
Supervision Received & Exercised
Receives administrative direction from the Director of Human Resources/Risk Management or Assistant Director of Human Resources. Exercises direct supervision over professional, technical and clerical personnel.
Essential Functions
Functions may include, but are not limited to, the following: organize, direct, manage and supervise the activities and operations of the Organizational Development and Training division; design and execute learning programs including, but not limited to performance improvement, organizational and leadership development, change management and competency development; manage learning initiatives including learning needs analysis, design, development, assessment, implementation, communication, and evaluation to ensure alignment with City objectives; plan, develop, implement, manage, monitor, improve and administer staff learning and organizational development efforts including goals, objectives, policies, and priorities; design, deliver, and evaluate training programs that address the diverse learning needs of employees at all levels, from new hires to senior leadership; collaborate with other internal stakeholders to identify skill gaps and develop targeted training solutions to address them; build organizational readiness and capacity through staff development, retention, engagement strategies and succession planning; support change management efforts through impact analysis, key stakeholder identification, and communications planning; oversee the creation of engaging and relevant training materials, including e-learning modules, in-person workshops, and other instructional resources; conduct periodic organizational training needs assessments with management staff and employees to determine short and long-term organizational training needs; research and analyze training programs and other training materials and resources available on the market or offered by other agencies; and assist in customizing them to meet City specifications; identify, coordinate with, manage, and evaluate appropriate external training sources and programs with outside vendors, consultants, and instructors to supplement in-house training; select, negotiate, monitor, and manage training contracts to ensure services provided meet City standards; and serve as a liaison with training consortiums; regularly assess the effectiveness of training programs, using data-driven approaches to identify areas for improvement and implement changes as needed; identify organizational training needs; develop or identify programs to meet the City's needs; ensure mandated training is conducted and documented; monitor program effectiveness in meeting training objective goals and adjust as required; prepare, review, interpret, and analyze a variety of information, data, and reports; monitor and control expenditures to ensure the accomplishment of objectives within an approved budget; manage resources and budgets to ensure the effective delivery of curriculum, programs, and processes; track all training and development programs against relevant schedule, budget and learning objectives; monitor and track training results and effectiveness; maintain training records and develop status reports on a regular basis; develop practices to collect metrics, monitor and analyze trends, risks and opportunities, and evaluate effectiveness of the process; identify retention opportunities and develop retention strategies; provide recommendations and guidance to leadership on how to improve employee engagement and the workplace culture; provide responsible staff assistance to the Director of Human Resources/Risk Management; conduct a variety of organizational studies and operational studies as needed; recommend modifications to personnel programs, policies, and procedures as appropriate; assist in the preparation of the Human Resources Department budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer approved budget; recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the Division; research and prepare technical and administrative reports; prepare written correspondence including city council agenda items, reports, proposals, contracts, publication, correspondence, charts and tables; serve as resource to City supervisors and managers; interpret human resources policies and procedures; advise operating departments as necessary on a variety of human resources issues; may serve in the capacity of Director of Human Resources/Risk Management in their absence; build and maintain positive working relationships with co-workers, other employees and the public using principles of good customer service; perform related duties as assigned.
Minimum Qualifications
Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be five (5) years of increasingly responsible experience in managing, designing and/or implementing employee training and workforce development programs, including two years of supervisory responsibility and training equivalent to a Bachelor's degree from an accredited college or university with major course work in organizational development, human resources management, public or business administration, or a related field.

Physical Demands and Working Conditions
On a continuous basis, sit at desk for long periods of time, intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and write or use a keyboard to communicate through written means; and lift or carry weight of 15 pounds or less. See in the normal vision range with or without correction to read typical business documents, computer screens, and other material; hear in the normal range with or without correction. Primary work is performed indoors in a carpeted and air-conditioned office environment with fluorescent lighting and moderate noise level. Some movement is required from office to office and there is exposure to the external environment when going to outlying offices, meeting, or performing field inspections. Work is frequently disrupted by the need to respond to in-person and telephone inquiries.
