Job description

POSITION SUMMARY: The Director, Program Management is responsible for supporting the modernization and optimization of our collections operations through the design, implementation and execution of program and project delivery best practices. Working closely with executive leadership, the Digital Operations department, Information Technology, and vendor groups, the Director, Program Management leads the development and deployment of digital products and operational strategies to Republic Services field organization designed to optimize routing, with a focus on safety, customer, and efficiency. These solutions will enable enhanced experiences for our customers and drive greater efficiencies across a network of more than 20,000 Drivers, Logistics Analysts, Supervisors, and Operations Managers. This position supports a core and foundational component of Republic's future-state roadmap and acts as a leader in strategizing, planning, integrating and executing all aspects of our operational technology and process-based solutions.
PRINCIPLE RESPONSIBILITIES:
  • Develops and implements enterprise program and project delivery frameworks to optimize our collections operations, with a focus on our customers, and routing safely and efficiently.
  • Develops benefit measurement and useful/impactful field operations solutions; aligns with enterprise-wide project delivery best practices as required.
  • Supports the strategic development, deployment, maintenance, and on-going evolution of technologies and tools designed to improve operational efficiency..
  • Assembles working teams, develops project plans, assigns individual responsibilities, and drives performance and accountability for overall project delivery.
  • Oversees the development and implementation of rigorous testing and scalability plans.
  • Designs and implements product quality assurance processes, in adherence to accepted best practices, company policies and procedures, measure and report on results.
  • Collaborates with varying levels of indirect reports/resources and manages through influence. Uses capabilities to influence customers, stakeholders, and project managers to properly manage divergent expectations.
  • Coaches team leads and members on project planning, execution and team collaboration best practices, critical thinking and decision making.
  • Works with key business and IT leaders, and vendor managers to support initiatives through implementation, including tracking progress, designing and monitoring key metrics, tracking performance against milestones, and providing issue resolution and change management guidance.
  • Defines and socializes creative, high-value and clear product roadmaps based on future-state operating visions and strategies..
  • Provides guidance to program/project delivery, product development and ensure alignment with implementation teams.
  • Facilitates senior level stakeholder conversations, working through competing priorities to an acceptable resolution.
  • Owns oversight of support channels across IT and vendor networks.
  • Prepares presentations and effectively communicates operational performance metrics to business executives and other senior leadership teams.
  • Interfaces with local operational leaders where appropriate to support field solution needs.
  • Designs, solicits input to and prepares cost-benefit analyses to assess solution viability, considering elements such as strategic alignment and continuous improvement opportunities.
  • This position will require travel by air, car and/or other modes of transportation in alignment with program needs and demands.
  • Performs other job duties as assigned or apparent.

QUALIFICATIONS:
  • Minimum of 8 years of experience developing frameworks for and implementing industry standard project delivery methodologies desired (i.e. - Agile, Waterfall, Scrum, Lean, PMBOK, etc.)
  • Agile or Traditional project delivery certifications desired (i.e. - PMP, CSM).
  • Strong command of change management methodologies.
  • Experience deploying and maintaining technology solutions and frontline optimization tools.
  • Extensive knowledge of management tools/methods including Project Portfolio Management, Agile/Scrum Management, MS Office, SharePoint, etc.
  • Excellent verbal and written communication skills, with the ability to adapt to differing audiences and influence without formal authority.
  • Applied understanding of resource-based, enterprise technology support strategies.
  • Ability to assess ROI of current and proposed technology solutions.
  • Experience effectively establishing and managing vendor relationships.
  • Ability to develop a deep understanding of current-state operational processes and envision areas of opportunity to drive maximum product value.

MINIMUM QUALIFICATIONS:
• Minimum 8 years of experience leading enterprise level process improvement or technology deployments.
