Position Summary
The Director of Engagement, Communications, and Internal Affairs provides strategic leadership that strengthens HACMโ€™s mission to foster strong, inclusive communities and provide highquality, affordable housing for Milwaukee residents. This role is responsible for enhancing internal communication, supporting a positive workplace culture, and deepening engagement with staff, residents, public partners, and community organizations. The Director ensures internal operations and external engagement reflect HACMโ€™s values of service, equity, and accountability while supporting the CEO and executive team through both internal initiatives and external engagement.

Key Responsibilities

  1. Employee Engagement and Organizational Culture
  • Develop and lead strategies that promote a missiondriven, inclusive, and collaborative organizational culture.
  • Implement staff engagement programs and recognition initiatives that reflect HACMโ€™s commitment to service excellence.
  • Conduct climate assessments and recommend actions that strengthen teamwork, communication, and employee wellbeing.
  • Serve as a trusted resource for staff feedback, ensuring concerns are addressed with fairness and transparency.
  1. Internal & External Communications
  • Oversee external and internal communications to ensure staff and external stakeholders are informed, empowered, and connected to HACMโ€™s mission and strategic priorities.
  • Prepare leadership messaging, organizational announcements, and internal newsletters that reinforce clarity and alignment.
  • Support departments by improving communication practices and ensuring consistent flows of information across the organization.
  • Craft speeches, talking points, and written remarks for the CEO that effectively communicate HACMโ€™s mission, values, and accomplishments.
  1. Strategic Planning and Internal Alignment
  • Collaborate with executive leadership to ensure organizational initiatives support HACMโ€™s longterm goals and communityfocused mission.
  • Lead crossdepartmental projects that improve operational efficiency and enhance the resident and employee experience.
  • Support the development and implementation of policies that strengthen internal processes and promote equity and accountability.
  1. Internal Affairs and Governance Support
  • Ensure compliance with internal policies, federal program requirements, and HACM governance standards.
  • Manage confidential workplace inquiries or internal investigations with integrity and fairness.
  • Oversee documentation and coordination of internal reporting processes that support transparency and organizational compliance.
  • Promote ethical practices and ensure internal operations reflect HACMโ€™s values.
  1. Resident Services, Stakeholder and Community Engagement

  • Supervises Resident Services, managing and developing programs and partnerships to meet HACMโ€™s residentโ€™s needs.
  • Represent HACM at community meetings, resident gatherings, and public events.

  • Attend events with the CEO as needed to strengthen partnerships, enhance visibility, and advance HACMโ€™s strategic and communityfocused initiatives.
