  • Oversee delivery of NEPA/SEPA documentation, environmental permitting, and construction-phase compliance for transportation and infrastructure projects.
  • Serve as an executive-level client contact for public agencies (e.g., WSDOT, Sound Transit, local jurisdictions) and heavy-civil contractors.
  • Support alternative delivery (design-build and progressive design-build) projects through regulatory strategy, permit interpretation, and risk management.
  • Drive business development and seller-doer efforts, including client engagement, pursuit strategy, proposal leadership, and relationship building.
  • Collaborate with internal technical groups to integrate environmental services into multidisciplinary pursuits and project teams.
  • Lead staffing, workload forecasting, recruiting, training, utilization, and resource planning.
  • Advance QA/QC standards, staff development pathways, and long-term group growth.

Required Qualifications

  • 15+ years of experience in environmental consulting, infrastructure environmental planning, or regulatory compliance.
  • Demonstrated leadership of large, multidisciplinary teams (20+ staff).
  • High emotional intelligence and strong communication skills
  • Strong experience managing NEPA and SEPA processes, including transportation projects.
  • Experience overseeing construction-phase environmental compliance for heavy-civil or alternative delivery projects.
  • Proven business development and seller-doer capability.
  • Established relationships with Washington transportation and local agencies and regulators.
