The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible
Housing Services Administration is a division of New York City's Department of Social Services that oversees housing stability and rehousing efforts. HSA administers rental assistance, housing supply, and placement programs to help individuals and families exit shelter, prevent homelessness, and secure safe, affordable housing across the city.
The Human Resources Administration (HRA) is recruiting for one (1) Administrative Director of Social Services NM-II to function as a Director of LMU, who will:
- Oversee daily HSA operations to ensure timely processing of landlord and property actions that affect rental payments.
- Liaise with ITS to support system enhancements, troubleshoot operational issues, and improve functionality.
- Establish and manage daily and weekly production targets, aligning workflow priorities with business needs
and risk considerations.
- Monitor inventory levels, aging, and throughput; implement rapid interventions to address bottlenecks and maintain service standards.
- Provide direct supervision, guidance, and operational directions to supervisory staff.
- Implement and maintain performance monitoring processes to ensure staff meet timeliness, accuracy, and quality expectations.
- Deliver effective coaching, corrective action, and professional development opportunities to support staff performance and growth.
- Support onboarding, training refreshers, and the standardization of unit procedures and expectations.
- Lead reviews of recurring errors and implement corrective strategies, including job aids, training enhancements, and workflow improvements.
- Coordinate with internal and external stakeholders to resolve escalations, operational challenges, and systemic issues.
- Represent LMU in cross-divisional meetings, leadership discussions, and strategic initiatives.
- Identify operational challenges and implement process improvements to increase efficiency, effectiveness, and compliance.
- Enhance workflows through improved routing processes, prioritization rules, and standardized templates and checklists.
- Foster a culture of accountability, continuous improvement, and customer-focused service delivery.
- Ensure compliance with organizational policies, procedures, and performance standards.

Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
