Plans, develops, implements, oversees, and evaluates all private foundation and government fundraising activities across Area Command based on a formalized fund development program. Assists in strengthening relationships with foundation representatives to increase engagement and assess potential giving opportunities. Works closely with programs team and Grants and Contracts Specialists to develop relationships with government entities to secure government funding. Works closely with Grants Coordinator to strengthen relationships and steward gifts and oversees the preparation of proposals and applications. Work with immediate supervisor or Area Command Officers to support campaign fundraising.
Essential Functions:
- Lead and manage TSA Austin's full institutional giving portfolio - including foundation grants and government contracts, and corporate partnerships - with a combined FY26 revenue target of $4,500,000, ensuring disciplined pipeline development, compliance excellence, and proactive renewal strategies across all funding streams
- Supervise and provide strategic direction to the Grants Manager and Corporate Giving Coordinator, building a high-performing institutional team that operates with clarity of ownership, shared accountability, and a culture of continuous improvement
- Drive proactive foundation and government grant prospecting - maintaining a rolling grant calendar, pursuing multi-year general operating support, identifying new funding opportunities in Williamson County aligned with Corps expansion, and strengthening outcomes documentation to improve win rates year over year
- Own and drive a three-year institutional giving growth strategy targeting $2,000,000 in new revenue above the FY26 baseline - expanding the corporate partner portfolio across Travis and Williamson Counties, diversifying the foundation pipeline, and capturing new government funding opportunities created by the Williamson County Corps elevation. Annual milestones will be established in partnership with the Senior Director and tracked as a core performance expectation of this role
Supervisory Responsibilities (25%)
- Directs the selection, training and supervision of all staff responsible for foundation giving and government grants; instructs and trains employees in the proper methods and procedures for conducting work; monitors work for compliance with established program policies, procedures, standards and regulations; conducts performance evaluations.
- Administers, leads, plans, and supervises Foundation Giving, and government grants which results in increased donor engagement, programmatic accountability and reaching fundraising goals.
- Provides strong, effective and highly visible leadership to the Foundation Giving and grants teams in order to capitalize on the full potential of these most critical resources; ensures that all employees are stimulated, motivated and guided to contribute fully to the realization of The Salvation Army's mission, vision, goals and objectives and empowers employees to identify innovative approaches to enhance organizational performance.
- Mentor and lead Grants Coordinator, and Grants and Contracts Specialists staff as a priority in order to promote a cohesive and successful team; ensure employee engagement in a focused effort to retain and grow staff.
- Supervise the expenditure of granted funds and submission of progress and final reports as required by grantors. This includes working with The Salvation Army financial department to ensure appropriate processes are in place for monitoring and tracking planning and development grant related revenues and costs.
Strategic Planning and Evaluation Responsibilities (25%)
- Plans, develops, implements, and evaluates a variety of foundation giving and government grants strategies to achieve short-range and long-range goals; communicates and coordinates with the immediate supervisor or Area Command Officers the status and accomplishments of short and long-range plans, goals and objectives for foundation and government grant activities.
- Leads a team to implement developed strategies and holds team members accountable for meeting established fundraising goals and metrics.
- Develops, prepares, and monitors monthly reports illustrating progress against goals to be reviewed with team and shared with immediate supervisor.
- Working with Grants Coordinator, create and maintain an active grants calendar and subsequent cultivation and solicitation strategy to grow funding from foundations across Area Command.
- Working with programs team and Grants and Contract Specialists, create and maintain an active government grants calendar and subsequent cultivation and solicitation strategy to grow funding from government entities across Area Command, as well as at the state and federal level (where applicable). Ensures that Grants and Contract Specialists are working with compliance and finance team on reporting and invoicing for government grants and contracts, as applicable.
- Collaborate with other departments and Officers at Corps centers to determine possible budget relieving funding opportunities and need throughout Area Command.
Cultivation, Solicitation, and Stewardship of Foundation Representatives and Government Entities (50%)
- Develops and fosters relationships with foundation funders and finds personal connections with staff, board, volunteers and donors that will ensure the attention of foundation funders.
- Working in collaboration with programs teams, develops and fosters relationships with government entities to ensure notification of potential funding opportunities and an understanding of Salvation Army programs that fit funding guidelines.
- Ensures the donor management system is maintained so that accurate and complete profiles are developed, and records are maintained for each donor and identified prospect, including records of contacts, relationships, activities, meeting notes and giving histories; all are maintained.
- Develops, establishes and maintains a listing of foundation donors/prospects; ensures that all requests from donors/prospects for information and clarification are responded to in an accurate, timely and professional manner; evaluates day-to-day efforts to ensure that goals established are met and/or surpassed.
- Actively uses internal case statements and gift opportunities to provide accurate information and opportunities to donors.
- Works with the Grants Coordinator to develop letters, proposals and reports for foundations.
- Works with Grants and Contracts Specialists, compliance and finance teams to ensure that grant reporting and invoicing is completed on time and deadlines are met.
- Accompanies Advisory Board members, Managing Director, Area Commander, and immediate supervisor as needed in support of visits with foundations.
- Collaborates with members of the Community Relations Department team to ensure coordination of communications, stewardship and solicitation activities result in maximizing relationships with foundations.
Physical Requirements:
- Ability to meet attendance requirements.
- Ability to read, write, and communicate the English language effectively.
- Ability to travel to various locations in order to participate in meetings, institutional events, etc.
- Ability and willingness to conduct all duties in accordance with the ministry of the organization and its Christian principles; conducts all communications and job duties with the highest level of professionalism.
- Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking.
- Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.) frequently.
Working Conditions:
- Work may be performed in an office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt and the like but not limited to the office environment.
Education and Experience:
- Bachelor's degree from an accredited college or university in Business Administration, Marketing, Communications or a related field,
AND
- Seven years of successful foundation and fundraising experience
OR
- Any equivalent combination of training and experience, which provides the required knowledge, skills and abilities.
Certifications:
- Valid Texas Drivers License CFRE certification preferred
