What You'll Do
The Director of Federal Government Relations would be primarily responsible for strengthening and building relationships with members of Congress and the Executive Branch on semiconductor and advanced technology manufacturing policy. The candidate would sense opportunities and risk and identify key legislative opportunities to drive Samsung's semiconductor strategy and engagement at the highest levels in the U.S. government, including implementation of the CHIPS and Science Act and related industrial policy.
Location: Daily onsite presence at Samsung Washington DC office in alignment with our Flexible Work policy
Reports to: Vice President Government Affairs
- Reporting directly to the Vice President of Government Relations and developing relationship-building activities and opportunities, including semiconductor fabrication facility site visits, PAC fundraisers, events, and advocacy campaigns.
- Coordinating new programming for events and activities in the company's DC office, including meet and greets with members of Congress, hosting events with congressional semiconductor/tech caucuses, coalitions or industry partners (e.g., Semiconductor Industry Association, and receptions for congressional staff and members focused on chip manufacturing and supply chain issues.
- Political outreach by attending and hosting fundraisers for candidates funded through the company's PAC.
- This includes planning and executing a distribution campaign for key federal candidates, particularly those on committees overseeing CHIPS Act implementation, export controls, and semiconductor supply chain security.
- Engagement with members and leaders of the House and Senate, including with committees of jurisdiction over technology, tax and trade, export controls, and appropriations.
- Other duties include:
- Executing the team's legislative agenda on semiconductor manufacturing incentives, R&D tax credits, export control policy, and supply chain resilience among other issues.
- Managing day-to-day external stakeholder relationships and coordination with Samsung's Public Policy team and business teams on semiconductor and broader technology priorities.
- Identifying and reporting on significant legislation or regulations - including export controls, CHIPS Act funding decisions, tariffs, and critical minerals policy - to senior management, public policy, strategic communications, and business channel staff to assess potential impact on Samsung's semiconductor business.
- Providing support for semiconductor and foundry business teams at the federal, state, and local political levels and with administration relationships (Commerce, including the Bureau of Industry and Security, NIST/CHIPS Program Office; Department of Energy; and USTR,) and identifying business opportunities.
- Political engagement with governors in relevant states, particularly those with existing or prospective Samsung semiconductor manufacturing investments (e.g., Texas).
- Supporting and helping drive participation in Samsung's PAC.
- Representation of Samsung at trade association (SIA, SEMI), government, coalition, and other industry stakeholder meetings related to semiconductor policy.
- Coordination with internal teams to improve the legislative environment for semiconductor manufacturing and enhance Samsung's reputation in Washington as a domestic chip manufacturing investor.
What You Bring
- Bachelor's Degree required. Juris Doctor or Graduate degree preferred.
- Minimum of 10 years in an advocacy role, preferably in the semiconductor, broader tech and/or trade ecosystem.
- Previous experience working with S. government officials required; experience with CHIPS Act implementation or export control policy a plus.
- Solid familiarity with Samsung's semiconductor products, foundry business, memory chip operations, and manufacturing strategy.
- Strong command of policy and legislative issues core to Samsung's semiconductor business, including trade, export controls, energy, tax incentives (Section 48D/ITC), national security, critical minerals, and appropriations.
- Demonstrated ability to establish solid working relationships with various internal and external stakeholders, including semiconductor industry coalitions.
- Ability to work in a team environment and partner with other cross-functional team members.
- Excellent leadership and communications skills.
