Program Management Associate Director (AD) โ€“ Standard Missile 3 Blk IIA Development

Raytheon Shipboard Missiles, part of RTX, seeks an onsite Program Management Associate Director to lead the Standard Missile 3 Blk IIA Development contract in Tucson, AZ. The position requires an active and transferable U.S. government issued security clearance (Secret level). U.S. citizenship is mandatory. The role reports directly to the SMโ€‘3 IIA Program Manager and is responsible for executing a $500M development effort over four years, managing a team of 200โ€“300 matrixed employees, and delivering the program on-time and within budget.

Responsibilities
  • Drive direct customer program, mission, and engagement accountability, building strong internal and external relationships.
  • Lead all aspects of program execution, ensuring contractual compliance and adherence to schedule and budget.
  • Establish and maintain key program metrics, define milestones/critical path, and monitor progress.
  • Provide tactical execution while meeting strategic objectives and driving schedule improvements.
  • Resolve escalated program risks across the portfolio and appropriately elevate issues.
  • Develop and lead direct and indirect program staff, focusing on evaluation, motivation, and reward to achieve results.
  • Own P&L responsibilities, including pursuit/new business activities, financial metrics, and cost control.
  • Influence stakeholdersโ€”customers, vendors, and government employeesโ€”to agree on mutually acceptable solutions.
  • Support crossโ€‘functional integration and continuous improvement across Raytheonโ€™s performance initiatives.
  • Travel domestically approximately 10% of the time.
Qualifications โ€“ Minimum
  • University degree (Bachelorโ€™s or equivalent) with minimum 12 years of relevant experience, OR advanced degree with minimum 10 years of relevant experience.
  • Prior people leadership and management experience.
  • Prior program or project management experience.
  • Experience with Earned Value Management Systems (EVMS) and Estimate at Completes (EACs).
  • Experience with risk and opportunity management and/or IMP/IMS.
  • Experience working within the defense industry supporting the product life cycle.
Preferred Qualifications
  • Project Management Professional (PMP) or Raytheon Program Manager level 4 certification (or ability to obtain within 6 months).
  • In-depth understanding of the DoD acquisition environment, MDA, and other service branch programs.
  • Demonstrated experience managing large, complex programs, including staffing, assignments, and resources.
  • Capture, proposal development, negotiations, and contract execution experience in the U.S. defense market.
  • Strong proficiency in developing and presenting Annual Operating Plans (AOP) and executing approved plans.
  • Understanding of various contract types (Costโ€‘Plus, CPIF, Fixedโ€‘Price, etc.) and how to execute within those frameworks.
