Job description

We’re looking for an exceptional, collaborative leader who is:

Clarksville is a welcoming community of approximately 24,000 residents offering a small-town atmosphere with immediate access to the amenities of the Louisville metropolitan area. Located along the Ohio River between Jeffersonville and New Albany, the Town is connected to the region by Interstates 65, 64, 265, and 71 and is only nine miles from Louisville Muhammad Ali International Airport.

Clarksville operates under a Council-Manager form of government. The Town Council consists of seven part-time members. The Council selects one member to serve as Council President and appoints the Town Manager to direct day-to-day municipal operations. Serving under Indiana Code 36-5-8 and reporting directly to the Town Council, the Town Manager is Clarksville’s Chief Administrative Officer and directs the coordination, support, and operation of the Town’s municipal departments.

Clarksville seeks an outgoing, creative, visionary, collaborative leader, skilled in intergovernmental relations, and comfort in operating in a partisan-elected Council environment to serve as its next Town Manager. Excellent “boardmanship” skills are desired, with the ability to work with elected officials both individually and collectively as a confident advisor in identifying and providing solid analysis regarding financial and operational implications of various policy actions to achieve strategic goals and outcomes for the community.

Required qualifications include:
  • Bachelor’s degree in Public Administration, Business Administration, Urban Affairs, or a related field, with demonstrated experience in municipal government, management, finance, or business administration
  • At least five years of progressively responsible experience as a City or Town Manager or Assistant Manager, with demonstrated competency in public‑sector operations and services
  • An equivalent combination of education, training, and experience that provides the required knowledge, skills, abilities, and competencies may be considered
  • Ability to establish residency within Clarksville’s corporate boundaries within six months of appointment and maintain legal domicile in the Town throughout employment
  • Possession of, or ability to obtain and maintain, a valid Indiana driver’s license
Preferred qualifications include:
  • Master’s degree in Public Administration, Business Administration, Urban Affairs, or a related field
  • Experience with economic development, redevelopment, strategic planning, brownfield remediation, grants, public‑private partnerships, financial administration, and capital budgeting
  • Certified Public Manager, ICMA Credentialed Manager, Redevelopment Administrator, Certified Economic Developer, Lean Six Sigma, or a comparable credential
  • Collective bargaining and labor-contract administration experience

The salary range for this position is $145,000 - $165,000 depending on experience and qualifications.

Excellent municipal benefits include fully employer‑funded retirement and employee/dependent health care at $1.00 per year, coupled with leave, cell phone & vehicle stipend, etc.
