Job description

Persistent Systems is seeking a Network Operations Center / Security Operations Center (NOC/SOC) Manager to join our growing team. As the NOC/SOC Manager, you will be a critical member of the program management team supporting a Department of Defense program of record. The position will be based in Clearfield, Utah. The NOC/SOC Manager will possess strong core competencies in operations management, team leadership, and DoD program execution. Duties will include overseeing daily operations, managing staff schedules, coordinating with government program offices, producing program documentation, and representing operations at program-level meetings. This individual will play a pivotal role in ensuring operational excellence, customer satisfaction, and contract compliance for mission-critical network and security operations. 

Position Responsibilities

  • Oversee daily operations of the NOC/SOC facility, managing a team of approximately 12 system administrators and cyber defense analysts 
  • Create and manage staff schedules, on-call rotations, and shift coverage to ensure 24/7 operational capability 
  • Serve as primary point of contact with government program office and system owner, maintaining strong customer relationships 
  • Develop and deliver weekly status reports, Program Management Review (PMR) charts, metrics dashboards, and operational summaries 
  • Represent NOC/SOC operations at Integrated Product Team (IPT) meetings, Change Control Board (CCB) meetings, and program reviews 
  • Manage approved network upgrades and changes, coordinating implementation schedules and ensuring minimal operational impact 
  • Track and report on metrics including system availability, incident response times, ticket resolution rates, and service level agreement (SLA) performance 
  • Coordinate incident escalation procedures and ensure timely communication of critical events to stakeholders 
  • Develop and maintain Standard Operating Procedures (SOPs), run books, and operational documentation  
  • Conduct performance evaluations, provide mentoring and professional development for team members, manage staffing requirements, and drive continuous process improvement initiatives 
  • Support budget planning, resource allocation, and procurement activities for NOC/SOC operations 

Minimum Qualifications

  • Five or more years of experience managing IT operations teams, NOC/SOC facilities, or technical support organizations 
  • Project management or IT service management certification such as PMP, ITIL Foundation, or equivalent 
  • Demonstrated experience working with DoD or federal government customers in a contract performance environment 
  • Strong familiarity with network operations, system administration, and cybersecurity concepts 
  • Experience with program-level governance such as CCB meetings and IPT forums 
  • Excellent communication skills with ability to interact effectively with government customers, senior management, and technical teams 
  • Strong leadership and team management skills including scheduling, performance management, and conflict resolution 
  • Currently hold or have the ability to obtain United States Secret security clearance 

 

Preferred Qualifications

  • Bachelor’s degree in information technology, business administration, or related field, or equivalent professional experience in operations management 
  • Advanced certifications such as PMP, ITIL Expert, Certified ScrumMaster, or Lean Six Sigma 
  • Technical baseline certification such as Security+, Network+, or CISSP  
  • Seven or more years of experience in DoD contracting environments 
  • Knowledge of DoD contract performance measurement methods, cost tracking, and financial reporting 
  • Familiarity with DoD cybersecurity policies, RMF processes, and ATO requirements  
  • Experience with incident management frameworks (ITIL, NIST) and service desk best practices 
  • Proficiency with program management and collaboration tools such as Microsoft Project, Teams, SharePoint, Jira, or ServiceNow 
  • Understanding of tactical networking operations and unique challenges of supporting deployed or austere environments 

The total compensation for this role can vary from $101,000 to $121,000 a year based on the selected individual's education and experience.
