Cognetic Technologies is a small software and systems engineering firm, headquartered in San Diego, CA, providing services to the Department of War (DoW).Our team supports Orion, the U.S. Navy’s AWS/Atlassian enterprise DevOps environment, delivering capabilities to Naval organizations, including source code management, CI/CD pipelines, software security, testing environments, and agile project management tools.

Description

We are seeking a full-time mid-level Atlassian Jira DevOps Engineer to join our Orion team.The candidate will work in a collaborative and agile environment, engaging with other engineers and users through Jira trouble tickets, determining and documenting issues, and registering new clients. You will also support the migration of Atlassian Jira projects from other U.S. Navy DevOps environments into Orion. The ideal candidate brings strong Jira administration expertise and possesses an active DoW secret security clearance.

Duties:
  • Respond to trouble tickets involving Orion products and services utilizing Jira Service Management.
  • Escalate issues to a higher tier if critical or if the technical solution requires DevOps intervention.
  • Assist customers with Jira project migrations from other U.S. Navy instances, including pre-migration assessment of source project configuration, custom fields, link types, and user accounts.
  • Provide the customer with a migration file using either automated scripts or manual efforts, as the source environment allows.
  • Use the Configuration Manager for Jira (CMJ) add-on to facilitate migrations, including creating and maintaining reusable templates and operation files for repeatable execution.
  • Work with add-on data as needed to fully migrate customer data.
  • Perform post-migration remediation and validation.
  • Develop custom solutions to support migrations when existing tooling is insufficient.
  • Work with Jira administrators at migrating organizations to schedule and facilitate migrations with minimal user impact.
  • Work with add-on vendors when needed to develop workarounds or obtain bug fixes.
  • Maintain migration runbooks, templates, scripts, and lessons-learned documentation sufficient for other qualified administrators to execute the process.
  • Provide weekly status reports for customer interaction.
  • Participate in weekly meetings with developers and project management to receive direction and priority, share status, and represent technical subject matter expertise.
  • Share lessons learned with the project and team.
Skills & Experience:
  • B.S. in IT, computer science, or related field
  • 10 years of IT experience, with 5+ years in Atlassian Jira operations and administration roles, including use of JSM and CMJ.
  • Proven experience standing up and maintaining Jira DevOps environments.
  • Experience with data migration tools, including but not limited to Zephyr test management data—Squad, Essential, and Scale, Essential-to-Scale and Scale-to-Scale conversion tools—and eazyBI.
  • Experience with custom development environments, including advanced ScriptRunner (Groovy) and database-level operations.
Other Requirements:
  • Active Secret Security Clearance (mandatory)
  • Prior work with Navy or DoD enterprise applications (desired)
  • Fully Remote within the U.S.
  • Part of a small, collaborative team where everyone contributes across roles
  • Direct interaction with government PM and technical leads
