Job description

JOB TITLE: Tribal Energy Manager
STATUS: Exempt
DESCRIPTION:
All work efforts focus on effectively meeting the needs of the Meskwaki Nation and its membership. The Energy Manager is responsible for shaping and implementing the Tribal government Energy Development Strategy, to include saving energy, creating energy awareness, and monitoring energy consumption. These efforts will include identifying and developing plans to achieve the Tribe's priority energy development objectives. Work programs and objectives develop with the aid and approval of the Housing Director, but the incumbent must exercise initiative and judgment in carrying out duties and responsibilities.


DUTIES & RESPONSIBILITIES:
-Coordinate with the Housing Director in developing energy plans and maintaining currency with policy and planning activities.
-Assure energy plans and activities have continuity with Tribal Hazard Mitigation and/or Emergency planning.
-Assist Housing Director in facilitating and documenting Tribal energy development strategic priorities and plans, including to develop and update policies and procedures.
-Assist in assuring Departmental engagement in and knowledge of the Tribe's energy strategic and operational priorities.
-Develop collaborative relationships with Department Directors and facilitate discussions toward establishing and updating energy strategic plans.
-Assist Departments in developing operational plans that segue to the Tribal energy strategy.
-Coordinate Tribal Council and community input to the energy strategic plan development.
-Assist with planning studies, analyses and makes recommendations to Tribal Ops based upon such studies.
-Prepare materials for presentation before Housing Director, Executive, Council, and/or community, as needed to support the energy strategy and implementation.
-Monitor Tribe's energy consumption (energy audit) and make recommendations for implementing efficiencies, including setting energy use reduction targets.
-Work with Departments on developing energy-related projects and seeking financial support for implementing energy objectives.
-Assist Departments in implementing grant/agreement funded projects that promote energy efficiency and self-determination for the Tribe.
-Assist the Tribe in negotiation with external energy suppliers to assure continuity of Tribal projects with grid requirements, as needed.
-Engage with outside organizations that promote energy self-determination for Tribes.
-Perform other tasks and provide support to the Housing Director, as assigned.

QUALIFICATIONS:
•Associate's degree in electrical technology or Licensed electrician with 5+ years of experience at increasing levels of responsibility.
•Knowledgeable and proficient in P.C. word processing, spreadsheet, Internet and e-mail.
•Knowledge of electrical systems, efficiencies, and fossil fuel alternatives.
•Knowledge of Tribal sovereignty and Tribal government functions and structure.
•Knowledge and experience in teambuilding and teamwork.
•Skill in verbal, written, and electronic Communication and document development.
•Skill in organization, time management, and prioritization of work.
•Skill in critical analysis of complex information.
•Skill in active listening and learning, critical thinking, complex problem solving, decision-making, and use of judgement.
•Skill in high-level communication.
•Ability to facilitate high-level discussion and develop agreements among stakeholders.
•Ability to recommend strategies toward energy independence for the Tribe.
•Ability to assist in government planning and implementation responsibilities.
•Ability to research and analyze data and conditions that affect energy systems.
•Driver's License Required.

PREFERRED QUALIFICATIONS:
Bachelor's degree in Electrical Engineering, or related field.
Knowledge or other specialized training in evaluating highest and best use of land relative to installation of energy generation systems.
