Job description

ICF is seeking a Digital and Social Media Specialist to support a marketing and communications campaign through the development, execution, management, and evaluation of digital and social media strategies. The successful candidate will help advance campaign goals by creating compelling digital content, implementing social media marketing tactics, increasing audience engagement, driving website traffic, and supporting outreach to target populations.

This role requires a communications professional with strong writing, editing, digital content development, social media listening, engagement tool, and social media management experience. The Digital and Social Media Specialist will support campaign strategy, messaging, content planning, audience engagement, digital outreach, performance tracking, and reporting. The ideal candidate understands platform-specific best practices, content formats, social media algorithms, audience behavior, social media listening and engagement tools, and how to use data to improve campaign effectiveness.

What You'll Do

  • Support the planning and implementation of marketing and communications campaign activities across digital and social media channels.
  • Develop, manage, and optimize high-profile social media content aligned with campaign goals, messaging, audiences, and brand requirements.
  • Plan, execute, and optimize paid social media campaigns (e.g., Meta, LinkedIn, X, TikTok), including audience targeting, budget pacing, and performance-based optimization.
  • Support influencer marketing programs, including creator identification and vetting, outreach, contracting support, and performance tracking.
  • Implement social media marketing strategies to increase engagement, expand reach, and drive traffic to campaign websites, microsites, and digital properties.
  • Support the development of campaign communication strategies, messaging frameworks, digital outreach plans, content strategies, and editorial calendars.
  • Create, edit, publish, and optimize digital and social media content tailored to platform-specific audiences, formats, algorithms, and best practices.
  • Use social media listening, engagement, and analytics tools to monitor campaign conversations, audience sentiment, engagement trends, emerging issues, and performance data.
  • Conduct research on target industries, audiences, and market development strategies to ensure campaign outreach reaches priority populations.
  • Prepare campaign performance summaries, metrics updates, insights, and recommendations in collaboration with communications, creative, technical, analytics, and client-facing teams.

What You'll Bring

Required Qualifications

  • Bachelor's degree in marketing, communications, digital media, journalism, public relations, or a related field or equivalent experience.
  • 4+ years of relevant professional experience to include experience creating, editing, publishing, and managing digital and social media content for marketing, communications, digital outreach, or public-facing campaigns.
  • U.S. Citizenship required by the Federal government for this position.

Preferred Qualifications

  • 2+ years of experience developing and executing paid social media campaigns (e.g., Meta, LinkedIn, X, TikTok Ads Manager), including budget management, audience targeting, and performance optimization.
  • 1+ years of experience managing influencer marketing programs, including creator identification, vetting, and performance measurement.
  • Experience designing, building, or developing content for campaign microsites.
  • Experience supporting federal, state, local, nonprofit, public health, energy, environment, education, or other mission-driven marketing and communications campaigns.
  • Experience translating technical or complex subject matter into clear, engaging digital content.
  • Experience working in a client-facing consulting environment.
