Job Description

Your main activities include:

  • Participating in the development and implementation of the communication strategy of the State in the Alpes-Maritimes department, based on the communication priorities defined by the Government Information Service, the Ministry of the Interior and Overseas Communication Directorate, and the State services in the department (Prefect and his services, Interministerial Departmental Directorates):
  • Social media management for the State services @prefet06 on X, Facebook, Instagram, and LinkedIn. Creating content for these networks based on the news and activities of the services. Relaying national campaigns of the Government and State services in the department.
  • Daily strategic monitoring of social networks to manage the reputation of State services and its actions, to follow its environment and partners. Identifying trends and topics involving the State and proposing a response strategy.
  • Creating visuals and infographics with software such as Canva and Adobe InDesign for the website, social networks, and various supports and publications (brochures, thematic newsletters, banners, etc.).
  • Managing the website of the State services www.alpes-maritimes.gouv.fr in close collaboration with the quality manager and the Information Systems and Services Center. Ensuring the best organization of contents in a predefined structure and ensuring editorial and graphic coherence of the site.
  • Coordinating the network of designated contributors in the prefecture and interministerial departmental directorates and providing them with training on the online publication tool.
  • Designated co-contributor of the homepage of the site and the sections "News-Press Room", "News-Thematic Newsletters", and "State Services-Prefectures and Sub-Prefectures".
  • Selecting from national/regional daily press and their web versions, as well as audiovisual press, the essential topics, articles, and reports to be made known to the prefectural corps through the compilation of a dematerialized press review.
  • Occasionally supporting the head of the bureau and her deputy in managing press relations (media solicitations + drafting and sending press releases) in case of travel or absence.
  • Occasionally contributing to the missions of the protocol department in case of exceptional activity.
Profile Required

The digital communication officer must have perfect mastery of digital communication techniques and great writing and synthesis skills. Reactivity, initiative, and team spirit are also expected. Proven interest in current affairs is required. Good knowledge of the functioning of prefectural services or the Ministry of the Interior would be appreciated.

The position is located at the Alpes-Maritimes Departmental Administrative Center (CADAM), ideally served by public transport (tram and bus) close to the A8 and Nice airport. Special Conditions of Employment

Specifics of the position / Constraints / Duties:

  • Significant availability may be required depending on the news, especially in case of crisis situations (will join the Departmental Operational Center).
  • After a probationary period, the agent will be integrated into the existing communication on-call team (weekend and public holiday on-calls performed in rotation according to a pre-established schedule), at a rate of one on-call every 5 weeks approximately. Communication on-call + effective intervention hours paid at the legal rate in force; Weekly working cycle of 38 hours (variable hours regime with a fixed and a mobile time slot), 27 days of leave + 16 days of statutory leave.
  • Equipment provided: a NOEMI type laptop and a mobile phone.
  • Like all positions within the Prefecture of the Alpes-Maritimes and the interministerial departmental directorates, this position requires participation in the implementation and respect of the qual-e-ATE and service public + reference framework.

Legal Basis

The position is open to temporary staff on the basis of the second paragraph of Article L332-2 of the General Code of Public Service: a temporary staff member may be recruited for this position in the absence of a candidate for a civil servant. The proposed contract will be a three-year fixed-term contract, renewable once, and may evolve into a permanent contract.
