Job description

Citi is seeking a senior risk leader to serve as the Custody Risk & Control, Digital Assets Senior Manager for North America, with global accountability spanning Digital Asset Custody and Liquidity Management Services. Sitting within Citi's Investor Services business — one of the world's leading providers of custody, fund services, and securities finance across 100+ markets — this role shapes and safeguards the risk and compliance framework at the intersection of traditional securities services and the fast-evolving digital assets landscape. You will act as a primary advisor to senior leadership, ensuring that commercial decisions align with regulatory requirements, internal policy, and Citi's risk appetite, while leading a high-performing team and driving critical transformation programs.

Responsibilities
  • Lead the design, implementation, and ongoing oversight of a comprehensive risk management framework for the North America Custody cluster, with global accountability for Digital Asset Custody and Liquidity Management Services.

  • Serve as the primary first-line risk contact for North America Custody, Digital Asset Custody, and Liquidity Management initiatives, evaluating and challenging new products and services from a risk and compliance perspective before launch.

  • Conduct regular, structured risk assessments across the North America cluster and the Digital Asset and Liquidity operating models, identifying vulnerabilities and implementing mitigation strategies in partnership with Product, Operations, and Technology teams.

  • Manage the execution of the Risk and Control Self-Assessment program, applying quantitative and qualitative techniques to identify risk levels and verify the effectiveness of associated controls.

  • Act as the primary liaison for regulatory examinations, internal audits, and external assessments, coordinating responses and leading remediation efforts with regulators including NYDFS, OCC, SEC, and MAS.

  • Report on the organization's risk posture to senior leadership, preparing clear and concise presentations on emerging risks, control developments, and remediation progress for executive and board-level audiences.

  • Build, mentor, and lead a high-performing risk and compliance team, setting a performance culture of high expectations and maintaining full accountability for all people management functions.

  • Partner with stakeholders across Product, Operations, Technology, Data, Legal, Compliance, and Audit to align custody risk management with enterprise-wide objectives and foster a strong risk culture at every level of the organization.

Required Qualifications & Skills
  • 15 or more years of progressive experience in first line risk management, operations, product or operational risk within a large financial institution, with demonstrated accountability for outcomes that directly impact business performance.

  • Deep knowledge of Securities Services products and risk profiles, with the ability to assess complex operating models and implement effective control frameworks.

  • Established track record of leading teams with broad accountability in complex, cross-functional environments, balancing strategic direction with precise tactical execution.

  • Expertise in maintaining a robust Risk and Control Self-Assessment program, including identifying risk levels, designing controls, and ensuring alignment with policy standards.

  • Experience working directly with financial regulators — including responding to regulatory inquiries, supporting new product submissions, and coordinating examination responses — across multiple jurisdictions.

  • Ability to communicate complex risk and compliance concepts clearly to senior executives, board members, and external stakeholders, both in writing and through high-quality presentations.

  • Strong analytical and quantitative problem-solving skills, with the ability to make decisive, well-reasoned judgements that have an immediate impact on business outcomes.
