Position Summary

The Technical Program Manager IV leads complex, large-scale technology programs and strategic initiatives that drive business transformation, operational effectiveness, regulatory compliance, and technology modernization efforts across the organization. This role serves as a key partner to business leaders, technology leaders, architecture, engineering, infrastructure, cybersecurity, data, risk, and operations teams to ensure successful planning, execution, and delivery of enterprise technology initiatives.

The Technical Program Manager IV is responsible for managing multiple interconnected workstreams, overseeing program governance, facilitating executive decision-making, mitigating delivery risks, and ensuring alignment between business objectives and technology investments. This role provides strategic leadership throughout the program lifecycle and contributes to the continuous advancement of program management practices, governance frameworks, and technology delivery capabilities.

Key Responsibilities
  • Lead complex, enterprise-wide technology programs and strategic initiatives from initiation through implementation, stabilization, and benefit realization.
  • Develop and manage integrated program plans, delivery roadmaps, milestones, dependencies, resource requirements, and execution strategies across multiple business and technology domains.
  • Partner with business, engineering, architecture, cybersecurity, infrastructure, data, and operations leaders to establish program objectives, delivery priorities, success measures, and implementation approaches.
  • Drive execution of large-scale technology initiatives involving system implementations, application modernization, infrastructure upgrades, digital transformation, data initiatives, regulatory programs, and operational improvements.
  • Identify, assess, and manage program risks, technical dependencies, constraints, and delivery challenges while developing and driving mitigation strategies.
  • Facilitate resolution of complex cross-functional issues, competing priorities, and escalations that impact program delivery, stakeholder alignment, or strategic objectives.
  • Lead governance processes, steering committee meetings, executive reviews, and program oversight activities to ensure effective decision-making and accountability.
  • Provide clear, concise, and actionable communication regarding program health, major milestones, risks, investment decisions, implementation readiness, and business impacts to senior leadership and executive stakeholders.
  • Collaborate with technical teams to understand solution dependencies, integration requirements, architecture considerations, infrastructure impacts, release planning activities, and implementation risks.
  • Support technology delivery through Agile, Scrum, Waterfall, SAFe, or hybrid delivery methodologies while ensuring alignment with enterprise governance standards.
  • Develop and maintain executive dashboards, status reporting, key performance indicators (KPIs), portfolio insights, and program performance metrics.
  • Partner with Finance, PMO, and business leadership to support budgeting, forecasting, resource planning, investment tracking, and value realization activities.
  • Analyze program and portfolio performance data to identify delivery trends, resource constraints, operational risks, and opportunities for improved execution.
  • Drive continuous improvement of program management methodologies, governance frameworks, delivery processes, reporting practices, and operating models.
  • Mentor and provide guidance to program managers, project managers, and cross-functional teams on program management best practices and delivery standards.
  • Ensure program activities, documentation, and governance practices comply with organizational policies, audit requirements, risk management standards, and applicable regulatory obligations.
Position Requirements
  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business Administration, Finance, Management, or a related field; or an equivalent combination of education and experience.
  • 6+ years of experience in technical program management, project management, technology delivery, digital transformation, systems implementation, or related disciplines.
  • Demonstrated success leading highly complex, cross-functional technology programs with significant organizational impact.
  • Experience managing multiple concurrent initiatives, complex stakeholder environments, and interdependent technology workstreams.
  • Strong understanding of technology delivery lifecycles, including software development, system implementation, infrastructure, cloud, cybersecurity, data, and enterprise technology initiatives.
  • Experience establishing governance structures, managing risks and dependencies, and driving executive-level decision-making.
  • Advanced analytical, strategic planning, problem-solving, and organizational skills.
  • Exceptional communication, negotiation, presentation, and stakeholder management capabilities.
  • Proven ability to influence leaders across business and technology organizations without direct authority.
  • Experience presenting program updates, recommendations, risks, and investment considerations to senior leadership and executive stakeholders.
Preferred
  • Experience within banking, credit cards, payments, financial services, fintech, risk management, compliance, or other highly regulated industries.
  • Experience leading enterprise transformation, technology modernization, cloud migration, digital transformation, data analytics, infrastructure, or regulatory technology initiatives.
  • Knowledge of enterprise portfolio management, program governance, and organizational change management principles.
  • Experience utilizing Jira, Azure DevOps, ServiceNow PPM, Planview, Clarity, Microsoft Project, Smartsheet, or similar portfolio management platforms.
  • Familiarity with cloud technologies, enterprise architecture concepts, systems integration, cybersecurity frameworks, and data management practices.
  • Experience mentoring program managers, project managers, or delivery teams.
  • PMP, PMI-ACP, PgMP, SAFe, Certified ScrumMaster (CSM), or related professional certifications preferred.
