Project Manager

The Project Manager (PM) provides comprehensive lifecycle management for federal construction contracts, from initial award through final closeout. Operating within a fast-paced 8(a) small business environment, this role requires a "player-coach" mentality—balancing high-level financial oversight with direct, on-site leadership. The PM ensures all projects meet stringent NAVFAC and USACE standards while maintaining strict adherence to FAR/DFARS compliance.

Key Responsibilities - Project Execution & On-Site Leadership
  • On-Site Management: Maintain a consistent physical presence on job sites to lead project teams, manage field personnel, and oversee subcontractor performance.
  • Lifecycle Management: Direct multiple multi-million-dollar federal projects, ensuring delivery meets all scope, schedule, and budget objectives.
  • Technical Coordination: Develop and manage complex CPM schedules (Primavera P6) and coordinate sequencing across various trades to mitigate risks.
  • Physical Requirements: Ability to navigate active construction sites, including climbing ladders, walking on uneven terrain, and lifting or moving equipment/materials up to 50 lbs. as needed to support field operations.

Federal Compliance & 8(a) Operations

  • Regulatory Oversight: Ensure 100% compliance with FAR/DFARS and agency-specific regulations.
  • Stakeholder Liaison: Act as the primary point of contact for Contracting Officers (KO) and CORs, managing all RFIs, submittals, and contract modifications.
  • Joint Venture Execution: Support the management of mentor-protégé agreements and the delivery of joint venture projects.

Financial, Safety, & Quality Control

  • Cost Control: Manage project budgets, forecasts, and profitability while reviewing subcontractor pay applications and progress billings.
  • Safety & Quality: Partner with the QCM and SSHO to enforce EM 385-1-1 safety standards and Quality Control Plans.
