Job description

THE ORGANIZATIONAL SETTING

The Air Navigation Bureau (ANB) is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. It delivers technical expertise across aviation-related disciplines to Member States, industry stakeholders, and all elements of the Organization. ANB is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and the Global Air Navigation Plan (GANP), including aviation system block upgrades, and for producing annual safety and air navigation status reports. In addition, the Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs) and Procedures for Air Navigation Services (PANS) for consideration by ICAO's governing bodies, along with associated procedures and guidance material. Furthermore, ANB manages the Universal Safety Oversight Audit Programme (USOAP) and its Continuous Monitoring Approach, which enables the ongoing assessment of Member States' safety oversight capabilities.

The intern will join the Operational Safety (OPS) Section of ANB. In this role, they will support activities related to one or more of the following areas: Annex 1 - Personnel Licensing; Annex 6 - Operation of Aircraft (Parts I, II, III and IV); Annex 7 - registration of Aircraft; Annex 8 - Airworthiness of Aircraft; Annex 18 -  The Safe Transport of Dangerous Goods by Air as well as cross-cutting areas such as human factors, cabin safety, instrument flight procedures, data engineering, artificial intelligence, True North and cooperative oversight. The intern will also undertake additional tasks as assigned by the Supervisor and collaborate closely with Technical Officers within the Bureau and with ICAO Regional Offices on OPS-related matters. 

This internship provides a valuable opportunity for a qualified student or recent graduate to gain practical experience in international civil aviation, with a particular focus on standards development and regulatory frameworks in the areas outlined above. Through this engagement, the intern will be introduced to the work of ICAO and gain hands-on experience that can be carried forward into their future aviation activities, thereby contributing to a broader understanding and promotion of ICAO's Standards and Recommended Practices (SARPs) within the global aviation community.
 

TERMS OF REFERENCE
The intern will:

Under the general guidance of the Chief of the Operational Safety (OPS) Section and the relevant Technical Officer, the intern will support the OPS Section of the Air Navigation Bureau (ANB) in tasks related to the development, implementation, and monitoring of ICAO technical Annexes and other regulatory documents. This support will include, but is not limited to, the following:
  • Conduct research on a wide range of assigned topics across relevant areas of specialization, using multiple sources; select and analyze pertinent information and present findings for internal review. 
  • Assist Technical Officers in reviewing documents, identifying key issues, similarities, inconsistencies, and gaps. 
  • Support the preparation of draft background papers, studies, reports, presentations, and other technical documents for panels and working groups. 
  • Contribute to the review and update of ICAO Standards and Recommended Practices (SARPs) and associated guidance material. 
  • Assist Technical Officers in supporting the Assembly, panels, working groups, and other ICAO bodies. 
  • Support the preparation of draft replies to correspondence from States, international organizations, and other stakeholders. 
  • Conduct research and analysis on existing applications and tools. 
  • Support data analysis activities related to existing applications. 
  • Assist in the development or improvement of data pipelines for application enhancement. 
  • Contribute to AI-related tasks, including prompt engineering and related activities. 
  • Perform other related duties as assigned. 
     
QUALIFICATIONS
Education

At the time of application, candidates are required to have completed or be enrolled in a degree programme in a field of study related to the work of the Operational Safety (OPS) Section

CONDITIONS OF INTERNSHIP

Interns receive a stipend in accordance with ICAO policy. However, all costs related to travel, insurance, accommodation, and living expenses are the intern's responsibility.

The duration of the internship is between 3 and 12 months. The intern is expected to work five days a week, on a full-time basis. 

Interns shall not be eligible to be engaged in any other form of employment within ICAO during the period of internship.

Interns have the obligation to carry out duties assigned to them with loyalty, discretion and conscience and will act in accordance with the relevant official instructions issued by the Organization.

You may need a work permit to work in Canada as an intern.
