Job Description Summary:

The Development Manager is responsible for managing complex real estate development projects within LDI's investment platform, including the evaluation, execution, oversight, and asset-level management of real estate investments made alongside market rate and P3 third-party sponsor developers. This role combines investment, development, entitlement, financing, design, construction, and asset management responsibilities across a portfolio of multifamily, mixed-use, public-private partnership, commercial, and institutional projects. The Development Manager works closely with executive leadership, capital partners, public agencies, consultants, and construction teams to drive project execution, manage risk, and maximize project value throughout the development lifecycle.

Job Description:

Development & Project Management

  • Support management and growth of LDI's investment platform across market rate value add and ground up development, P3 projects and other types of asset-based real estate investments.
  • Collaborate with internal leadership, finance, legal, construction, and asset management teams to support project execution.
  • Monitor active investments against approved business plans, including schedule, budget, capitalization, leasing, stabilization, and return metrics.
  • Coordinate with operating partners on entitlement, permitting, design, preconstruction, construction, lease-up, stabilization, refinancing, and disposition activities.
  • Review partner reporting, project updates, draw packages, capital calls, distributions, and loan compliance deliverables.
  • Prepare recurring investment updates and monthly reports for senior SI and LDI leadership.

Entitlements & Public Agency Coordination

  • Manage zoning, planning, entitlement, and permitting processes.
  • Coordinate with municipalities, public agencies, and regulatory authorities as required.
  • Support public meetings, community outreach efforts, and stakeholder engagement.
  • Monitor compliance with development agreements and agency requirements.

Financial & Investment Management

  • Support the evaluation of co-GP and P3 investment opportunities, including market strategy, sponsor capabilities, feasibility, risk profile, and alignment with LDI and Swinerton objectives.
  • Lead investment due diligence, including review of underwriting, budgets, schedules, entitlements, design documents, construction assumptions, capitalization plans, and exit strategies.
  • Serve as the primary contact for external capital partners and lenders on assigned investments.
  • Coordinate funding requirements, capital calls, and lender compliance needs.

Design & Consultant Management

  • Oversee design consultants, including architects, engineers, land use attorneys, and specialty consultants.
  • Participate in design team meetings and support design development efforts.
  • Review design documents for alignment with budget, constructability, and project objectives.
  • Coordinate value engineering initiatives to maximize project returns.

Construction Oversight

  • Collaborate with Swinerton construction teams during preconstruction and construction.
  • Review GMPs, construction budgets, schedules, and procurement strategies.
  • Track construction progress, change orders, and cost performance.
  • Participate in site meetings and project reporting.
  • Support project closeout, turnover, warranty administration, and final acceptance.

P3 & Alternative Delivery Projects

  • Support GS' P3 delivery through cross-functional coordination between LDI and other SI stakeholders.
  • Assist with pursuit and development of public-private partnership opportunities with other third party P3 developers including concept design, RFP responses and feasibility analysis.
  • Evaluate project delivery structures and financing alternatives.
  • Support negotiation of P3 development agreements, ground leases, and partnership structures.

Contract & Risk Management

  • Support joint venture, co-GP venture, debt, LP equity and P3 transaction structuring in coordination with internal and external stakeholders.
  • Track governance requirements, including approvals, major decisions, consent items, reporting obligations, closing deliverables, and post-closing compliance.
  • Coordinate legal review and support negotiation of consultant, contractor, and development agreements.
  • Monitor insurance, bonding, compliance, and risk management obligations.

Minimum Skills and Experience Requirements

Education

  • Bachelor's degree in Real Estate, Finance, Construction Management, Architecture, Engineering, Urban Planning, or related field.
  • MBA, MSRE, MRED, or related advanced degree preferred.

Experience

  • 5-7+ years of progressive experience in real estate development, construction management, project management, or asset management.
  • Experience managing multifamily, mixed-use, commercial, hospitality, institutional, or public-sector development projects.
  • Experience with and understanding of civic infrastructure and public-private partnerships across asset classes is desirable but not required.
  • Knowledge of construction budgeting, scheduling, and project execution.

Technical Skills

  • Construction cost analysis and contract administration.
  • Knowledge of financial modeling and real estate underwriting.
  • Development budgeting and cash flow forecasting.
  • Project scheduling and critical path management.
  • Strong proficiency with Excel, and Microsoft 365 applications.
  • Excellent communication, organization, and stakeholder management skills.
