Hatch is currently seeking a Design Manager - Linear Water & Wastewater (Project Delivery Group) to join our growing Project Delivery Group (PDG) in Mississauga. Reporting to the Project Director, the successful candidate will lead multidisciplinary engineering and design teams in the delivery of complex municipal water and wastewater infrastructure projects across Canada.

This role will be responsible for overseeing the design and delivery of major linear infrastructure projects, including water transmission mains, trunk sewers, force mains, pumping stations, utility corridors, and related municipal infrastructure. The Design Manager will work closely with clients, technical specialists, project managers, and construction teams to deliver high-quality solutions while meeting technical, commercial, schedule, and stakeholder objectives.

The core responsibilities of the role include design leadership, client management, project delivery oversight, business development support, and mentorship of engineering and design professionals.

A successful Design Manager will exhibit high emotional intelligence, collaborative leadership qualities, and a proven ability to lead complex infrastructure projects from planning through detailed design and construction.

As the successful candidate, you will:
  • Be accountable for developing and validating project technical scope and working with discipline leads to define design requirements and execution strategies.
  • Lead proposal development, fee estimates, resource planning, and project startup activities following contract award.
  • Align project deliverables with the Senior Project Management Team and establish design criteria and technical requirements across disciplines.
  • Lead multidisciplinary design teams through feasibility studies, preliminary design, detailed design, and Issued for Construction (IFC) deliverables.
  • Direct design management efforts associated with:
    • Water transmission systems
    • Water distribution infrastructure
    • Wastewater collection systems
    • Trunk sewers and force mains
    • Pumping stations
    • Utility corridors
    • Linear infrastructure rehabilitation and expansion projects
  • Manage the complete design lifecycle while balancing technical, commercial, regulatory, environmental, stakeholder, and constructability requirements.
  • Develop and implement project design management plans and contribute to overall project execution plans.
  • Ensure effective communication between project management teams, design teams, clients, regulatory agencies, utility owners, and external stakeholders.
  • Lead interdisciplinary design reviews, constructability reviews, value engineering sessions, and quality assurance processes.
  • Resolve complex technical issues and provide guidance regarding codes, standards, permitting requirements, and industry best practices.
  • Promote design excellence, quality management, and compliance with Hatch design governance procedures.
  • Coordinate design verification and validation activities to ensure compliance with project objectives and client requirements.
  • Identify innovative and value-added design solutions that improve project outcomes and delivery efficiency.
  • Monitor design schedules, budgets, and project performance throughout all phases of execution.
  • Develop and manage design budgets, scopes of work, and resource requirements.
  • Coordinate construction phasing, utility relocations, tie-ins, traffic management, and stakeholder interface requirements as they relate to project design.
  • Lead design-related change management activities, including evaluation of impacts to cost, schedule, risk, and scope.
  • Support project risk management initiatives and proactively identify and mitigate design-related risks.
  • Participate in Hatch's Design Management Community of Practice and mentor emerging Design Managers and Project Engineers.
  • During construction, provide senior oversight between the contract administration and engineering teams and support resolution of field design issues, technical queries, and non-conformance matters.
ย  You bring to the role:
  • Bachelor's degree in Civil, Environmental, or Water Resources Engineering.
  • P.Eng. designation in Ontario, or eligibility to obtain registration.
  • Minimum 15 years of experience leading the design and delivery of major municipal water and wastewater infrastructure projects from planning and preliminary design through detailed design and construction.
  • Extensive experience managing multidisciplinary teams on large-scale linear infrastructure projects, including watermains, transmission mains, trunk sewers, force mains, pumping stations, and utility corridor projects.
  • Strong understanding of municipal infrastructure planning, utility coordination, permitting requirements, environmental assessments, geotechnical considerations, and construction methodologies.
  • Expert knowledge of engineering design processes and design integration for municipal water and wastewater systems.
  • Experience with municipal, provincial, and industry design standards, guidelines, and regulatory frameworks.
  • Proven experience conducting design reviews, quality control reviews, and technical oversight of work completed by internal teams and subconsultants.
  • Strong analytical and problem-solving skills with the ability to evaluate alternatives and resolve complex infrastructure design challenges.
  • Proficiency with AutoCAD, Civil 3D, GIS platforms, Microsoft Office Suite, and other applicable engineering software.
  • Ability to interpret contract documents, engineering drawings, technical specifications, and project schedules.
  • Excellent communication and presentation skills with the ability to effectively engage clients, regulatory authorities, utility agencies, and project stakeholders.
  • Demonstrated leadership experience in team development, mentorship, performance management, and decision-making.
  • High emotional intelligence (EQ) with the ability to build strong relationships, inspire teams, and foster collaboration.
  • Strong conflict resolution and stakeholder management skills while maintaining the highest standards of professionalism and integrity.
ย  Preferred Qualifications
  • P.Eng. designation in Ontario.
  • Experience delivering projects through alternative and collaborative delivery models, including Progressive Design-Build, Alliance, Integrated Project Delivery (IPD), and Construction Management models.
  • PMP designation or equivalent project management experience.
  • Experience working with municipal clients, regional governments, water authorities, or major utility owners.
  • Ability to manage project controls and schedules using MS Project and Primavera P6.
  • Experience with SharePoint, Office 365, Power BI, and digital project delivery platforms.

Base salary range: $131,000 - $181,000
