Job Description
The Business Analyst / Content Specialist will support the design, documentation, and continuous improvement of enterprise IT solutions within a secure, cloud-based environment. This role is responsible for analyzing business needs, translating them into technical requirements, and ensuring alignment with organizational policies, security standards, and operational procedures.
The successful candidate will lead the gathering, analysis, documentation, and validation of business and technical requirements across multiple concurrent initiatives in a fast-paced, compliance-driven environment. This role will also support ongoing project management activities, working closely with cross-functional teams to ensure successful delivery of solutions leveraging modern cloud infrastructure, DevOps practices, and secure application architectures.
Key responsibilities include supporting system lifecycle activities such as requirements definition, solution design, testing coordination, deployment readiness, and change management. The candidate will contribute to ensuring solutions meet performance, availability, accessibility, and security requirements, including compliance with federal standards and continuous monitoring expectations.
The role also requires developing and maintaining high-quality technical and programmatic documentation, including use cases, user stories, process flows, architecture diagrams, and operational procedures. The Business Analyst / Content Specialist will play a key role in ensuring documentation supports system onboarding, audit readiness, and ongoing Authority to Operate (ATO) requirements. Additional responsibilities include:
  • Supporting configuration management and change control processes, including participation in structured governance and review cycles
  • Coordinating testing efforts across development, staging, and production environments
  • Collaborating with technical teams to support CI/CD pipelines, release planning, and deployment activities
  • Assisting with tracking and remediation of defects, vulnerabilities, and enhancement requests in alignment with defined service levels and security timelines
  • Facilitating communication between stakeholders, technical teams, and leadership to ensure alignment on priorities, risks, and deliverables
  • Supporting audit, compliance, and reporting activities, including maintaining artifacts required for security assessments and operational reviews
  • Supporting the publication of content across both internal and public-facing systems, ensuring accuracy, accessibility, and alignment with organizational standards

The candidate will regularly engage with internal and external stakeholders, both virtually and in person, and must be comfortable operating in a highly collaborative, mission-driven environment.
This position may incur regular travel to/from Falls Church, Va. and Rockville, Md. The position will be located at our headquarters in Falls Church, Va. CTAC supports a flexible hybrid remote/in-office schedule.
Job Requirements
Required Qualifications:
  • Bachelor's degree in Information Technology, Business Administration, Computer Science, or a related field
  • 3-5 years of relevant experience supporting IT projects, business analysis, or content management in a technical environment
  • Strong technical aptitude with the ability to quickly understand, evaluate, and apply emerging technologies and tools
  • Demonstrated experience working within the Software Development Lifecycle (SDLC), including requirements gathering, design, testing, deployment, and change management
  • Experience eliciting, analyzing, and documenting business, functional, and technical requirements for software and IT systems
  • Ability to design workflows, process maps, and use cases to improve operational efficiency and support both internal and external stakeholders
  • Experience developing test plans, test cases, and validation criteria to ensure solutions meet defined requirements and quality standards
  • Strong technical writing skills, including the ability to produce clear and concise documentation such as user stories, use cases, process flows, SOPs, and system documentation
  • Experience supporting content publication workflows, including coordination across stakeholders and ensuring accuracy, accessibility (e.g., Section 508), and compliance with organizational standards
  • Understanding of cloud-based environments and modern architectures, including concepts such as infrastructure, networking, security, and application dependencies
  • Familiarity with security, compliance, and governance practices (e.g., vulnerability remediation, change control, audit readiness, continuous monitoring)
  • Ability to manage multiple priorities and work effectively in a fast-paced, dynamic environment with competing deadlines
  • Strong communication skills with the ability to effectively collaborate with both highly technical teams and non-technical stakeholders
  • Ability to lead or support requirements definition sessions, stakeholder meetings, and cross-functional coordination efforts
  • Knowledge of current IT industry trends, including cloud computing, DevOps, and digital content delivery platforms
