ABOUT THE ROLE
Citadel CPM is in search of a senior, experienced Program Manager to join our team. In this role, you will take charge of resolving complex construction project-related issues, disputes, and disagreements, ensuring smooth progress throughout all phases of the projects. Additionally, you will play a key role in developing, assigning, and meticulously monitoring the performance of Construction Managers.
ABOUT YOU
You are a Senior Project /Program Manager professional with minimum of 15 years of experience in project/ construction management and at least 3 years of experience managing large Progressive Design-Build (PDB) programs or projects having construction values exceeding $200 million (not cumulative) and you have 5 years of experience in public works or large commercial construction projects.
KEY RESPONSIBILITIES AND DUTIES
  • Primary day-to-day point of contact for the owner, contract, and design-builder.
  • Provide strategic guidance with project goals and objectives to ensure alignment with the owner's critical needs.
  • Manage and provide oversight to Architects, Engineers, Schedulers, Estimators, and Construction Managers.
  • Assist with developing the PDB Procurement Documents.
  • Participating in the negotiations of the GMP or Lump Sum.
  • Facilities meetings and ensure cohesive, integrated teamwork.
  • Review design status and overall construction progress relative to submitted construction schedules.
  • Review change orders from all construction projects and assess their impact on the client.
  • Develops and implements appropriate risk allocation and management strategies for design-build projects.
  • Review status and monitor variances of the construction project database relative to scheduling and cost control reporting.
  • Review and verify submitted applications for payment and perform overall fiscal management of multiple construction projects.
  • Provide functional directions over areas of responsibility including construction project schedules, cost control, dispute resolution, contract administration, and quality control.
  • Coordinate program activities with other client organizational branches and departments
  • Review and take recommended actions in resolving disputes related to construction projects.
  • Develop and recommend internal policies and procedures.
  • Perform other related duties as assigned.

REQUIRED QUALIFICATIONS
  • 15 years full time paid professional experience in project/construction management.
  • 3 years of experience in managing Progressive Design-Build large programs or projects having construction values exceeding $200 million (not cumulative)
  • 5 years of experience in public works or large commercial construction projects.
  • Experience utilizing Building Information Modeling (BIM).
  • Leadership experience in Energy and Environmental Design (LEED) certified projects.

EDUCATION REQUIREMENTS
  • Graduation from a recognized college or university with a bachelor's degree in Architecture, Engineering, or Construction Management.

PREFERRED LICENSES AND CERTIFICATES
  • A valid Certificate of Registration as an Architect by the California Architectural Board or Professional Engineer by the State Board for Professional Engineers and Land Surveyors.
  • Project Management Professional (PMP) or Certified Construction Manager (CCM) credential.
  • Design Build Institute of America designation credential.

Actual salaries will vary based on several factors, including but not limited to external market data, internal equity, location, licenses, skill set, experience and/or performance. Base pay is only one component of Citadel's total compensation packages for employees.
Pay range for the Program Manager is $200,000 - $260,000 salary per year.
