Job description

IEM is looking for aFull Time- Project Assistantto join our team.The Project Assistant supports the Project Manager by reviewing CDBG-MIT applications, conducting risk assessments, and coordinating project documentation and compliance. This role also assists with environmental, and construction reviews, prepares reports and presentations, and ensures timely submission of deliverables to PRDOH.

Primary Location:

  • Live within a commutable distance to Guaynabo, PR.
  • Work in an Office Environment with a team.

Travel Requirements:

  • This position may require travel to complete work assignments or attend meetings.

Essential Functions:

  • Support the Project Manager in daily operations and identified responsibilities.
  • Perform initial review and comment of Applications, Draw Requests, Change Orders, Subrecipient Agreement Amendments, Budget Revisions, and Closeout Documentation package.
  • Perform risk assessment evaluations of application projects eligible for CDBG-MIT and prepare and provide reports to the Project Manager to present results and recommendations to PRDOH.
  • Recommend projects for full development and review subrecipient's work plans for development of projects.
  • Prepare and implement work plan for environmental review performance in coordination with Environmental Professional as soon as subrecipient's projects reach enough level of development to identify project elements and activities to start the assessment as established in 24 CFR Part 58.
  • Coordinate and perform review of subrecipient's construction documentation at 30% and 90% of development. The review must include CDBG-MIT Special Conditions, scope agreement with Subrecipient Agreement, and cost estimates prepared by subrecipients.
  • Prepare and communicate results report of projects review to PRDOH in coordination with Project Manager and Deputy Program Manager.
  • Maintain awareness, knowledge, and applicability of the most recent federal, Commonwealth and local construction codes that may apply to PRDOH's CDBG-MIT programs.
  • Provide guidance and recommend actions to PRDOH and subrecipients to handle changes and risks associated to changes in policies, regulations, and construction codes applicable to PRDOH's CDBG-MIT programs.
  • Organize and store all documentation of subrecipients related to CDBG-MIT programs using all available tools and access to the System of Record implemented by the PRDOH.
  • Implement and conduct all required activities established by Project Manager logistics and plans for CDBG-MIT programs.
  • Support and perform the distribution of communications
  • Prepare and deliver presentations to Program Management team, subrecipients, PRDOH and other stakeholders as required by PRDOH.
  • Provide all necessary support in the development, preparation, and submission of required deliverables to PRDOH.

Minimum Qualifications:

  • Experience:Five (5) years of experience construction project management
  • Degree:Bachelor's degree or higher education in Engineering or Architecture.
  • Bilingual:Fluent verbal and written communications skills in English and Spanish.
  • Architect in Training (AIT) or Engineer in Training (EIT) License.
  • Must be working locally within Puerto Rico.
