Position Description Department History Overview Harris County Resources for Children and Adults was founded in 1966 as Harris County Child Welfare to provide support services for the children taken under the wing of the Texas Department of Family and Protective Services. Fifty years later, Harris County Resources for Children and Adults still provides this support. But the now-county department has expanded services for early prevention, intervention, and adult services.

Brief Position Overview: Under the supervision of the Deputy Director, the Program Manager is responsible for the oversight, coordination, and evaluation of Justice of the Peace (JP) Court programs to ensure effective service delivery and compliance with applicable state laws and statutory requirements. This position provides leadership for the JP Court Liaison Program, youth diversion initiatives, JP Court Wraparound services, and Care Court operations.
The Program Manager plays a key role in implementing state-authorized truancy prevention, early intervention, and youth diversion strategies through coordinated court processes and community-based services. This role works closely with Justice Court judges, court staff, and county and community partners to support diversion pathways, alternatives to formal adjudication, and improved outcomes for court-involved youth and families. Duties & Responsibilities: Supervises the JP Court Liaison Supervisor, Diversion Supervisor, and Wraparound Supervisor and Care Court operations, providing leadership, guidance, coaching, and performance oversight aligned with program goals and court expectations.
Supports supervisors in hiring, onboarding, training, and evaluating staff, while promoting professionalism, accountability, and high-quality service delivery across all JP Court programs. Manage all phases of Justice of the Peace Court program operations, including coordination of court-based services, Wraparound case management, and diversion-related program functions. Ensure programs operate in compliance with applicable state laws, statutory requirements, court policies, and county procedures related to truancy prevention and youth diversion.
Monitor daily program operations, consult with supervisors, and address operational issues to maintain continuity and effectiveness of services. Oversee the implementation of court-authorized diversion and truancy intervention strategies designed to provide alternatives to formal adjudication. Coordinate services and referrals that support early intervention for court-involved youth and families through JP Court programs and partner agencies.
Work with Justice Court judges and court partners to ensure appropriate application of diversion agreements, intervention plans, and court-ordered services. Evaluate program effectiveness through data review, case file monitoring, continuous quality improvement activities, and operational observation. Ensure documentation, reporting, and program practices meet statutory, policy, and procedural requirements.
Identify program gaps and support implementation of corrective actions or process improvements as needed. Serve as a liaison with Justice Court judges, court staff, Juvenile Probation, schools, law enforcement, and community partners. Address complex cases, system barriers, and operational challenges through collaborative problem solving and coordination.
Support resolution of issues related to court processes, service access, and program compliance. Must successfully complete the Child and Adolescent Needs and Strengths (CANS) training assessments within six months of employment and maintain yearly certifications thereafter.
Knowledge, Skills & Abilities: Knowledge of the Texas Family Code, Code of Criminal Procedure, and Education Code. Knowledge of criminal justice systems, family systems, and prevention services. Knowledge of System of Care principles and the wraparound process.
Knowledge of case management practices and linking youth and families with needed services. Knowledge of budget and grant management. Strong conflict management skills and ability to understand and utilize consensus models.
Excellent verbal and written communication skills. Strong time management skills; self-motivated and detail-oriented. Ability to work with diverse populations, community partners, boards, and families.
