Overview
The Data Program Deputy Director at the Green Mountain Care Board (GMCB) supports the strategic direction, management, and advancement of the Board's data and analytics initiatives. This role helps oversee data governance, ensures high-quality and accessible health system data, and works closely with leadership to drive analytic priorities that inform regulatory and policy decisions. The Deputy Director collaborates across teams, manages complex projects, and contributes to a data-driven culture that strengthens Vermont's health care system.

Class Definition
Serves as the Data Program Deputy Director for the Green Mountain Care Board (GMCB). Responsibilities include assisting the Director in the management, planning, and implementation of strategic, programmatic, and organizational change initiatives, as well as the collection, storage, processing, analysis, and reporting of critical health system data across the institution. Work is performed at a professional level and is focused on assisting the Director in managing the statewide health system data program. This includes the management of large health system data-related processes, systems, assets, and system changes affecting GMCB as an enterprise and for other state agencies requiring health system data products (e.g., Agency of Human Services). Position incumbents support the Director in overseeing the development and implementation of GMCB's enterprise portfolio of data work, practices, and systems. Collaborative work with the Agency of Digital Services is expected. The Deputy will support the Director in developing long-range plans and programs related to GMCB goals and overall policy directives, including ensuring those plans and programs align with federal and state mandatory requirements. Positions at this level work closely with the Director to build Program and project budgets, monitor costs, and facilitate the allocation of resources at the Director's instruction to achieve the change management, health system data process, and technology goals at GMCB. Supervision may be exercised directly over a portion of data staff, and indirectly over the other program staff. Additional staff may also be under the incumbent's supervision contingent upon current health system data and infrastructural projects. Duties include coordinating and collaborating with GMCB and other Program leadership, GMCB Business Offices, State Enterprise Project Management Office, Program managers, and Information Technology Leaders, managers, and staff. Work is performed under the general supervision of the Director.
Environmental Factors
Work is performed in a standard office setting and/or remotely. Some travel may be required for which private means of transportation should be available. Work outside of regular work schedule should be anticipated.
Minimum Qualifications
Bachelor's degree or higher in social science, business or public administration, computer science, or related field AND four (4) or more years of experience in data project management, reporting, and analysis, INCLUDING two (2) or more years of supervisory experience.

Eight (8) or more years of experience in data related project management, reporting, and analysis, INCLUDING two (2) or more years of supervisory experience.
Preferred Qualifications
Master's degree in social science, business or public administration, computer science, or related field.
Demonstrated experience working on multiple overlapping projects.
Demonstrated experience delivering work products on program deadlines.
People leader experience within a Health system-focused institution.
Experience working in Agile environments.
Experience managing multiple types of problems at the same time.
Experience in Health system technology.
