The Placement Resource Worker's primary purpose is to supervise and support foster parents to maximize their ability to provide care to children. They also assess potential foster parents and adoptive parents and accept or reject them based on this assessment. The Supervisor has delegated authority to formally approve the worker's assessment. The Placement Resource Worker also acts as an intermediary between foster children and department staff.<\/span><\/span><\/span><\/span>

DUTIES AND RESPONSIBILITIES<\/span><\/span><\/b><\/span><\/span> Recruitment<\/span><\/span><\/b><\/span><\/span> Screen foster care applicants by reviewing application information to determine if they meet standards for foster parenting.<\/span><\/span><\/span><\/span> Receive calls from individuals interested in fostering.<\/span><\/span><\/span><\/span> Assessment<\/span><\/span><\/b><\/span><\/span> Complete home assessments following the departmental Home Assessment Guide, including face to face interviews with family members individually, interviews with the couple, physical structure and safety features of the home, contact with references, schools, and other professionals as necessary, and approving or rejecting the home.<\/span><\/span><\/span><\/span> Complete placement assessments to provide appropriate placements for children where their needs are matched to the foster home's skills.<\/span><\/span><\/span><\/span> Negotiate, plan, and coordinate placements for children.<\/span><\/span><\/span><\/span> Conduct ongoing assessment and evaluation of foster parents, including an annual formal written evaluation.<\/span><\/span><\/span><\/span> Assess and evaluate the skills and experience of foster parents transferring to the program from other programs using program standards.<\/span><\/span><\/span><\/span> Training<\/span><\/span><\/b><\/span><\/span> Provide pre\-service training.<\/span><\/span><\/span><\/span> Provide skills and knowledge based training, including research and development of training material.<\/span><\/span><\/span><\/span> Educate foster families regarding all systems and programs that impact them and the foster child, including Child Welfare, the court system, HCS, Young Offenders, Adoptions, and Licensing.<\/span><\/span><\/span><\/span> Conflict Resolution<\/span><\/span><\/b><\/span><\/span> Facilitate conflict resolution between foster parents and departmental staff, including working with biological families, addressing resistances or fears of the foster family, and clarifying expectations between parties regarding the service plan, department policies, and entitlements of foster parents.<\/span><\/span><\/span><\/span> Collaborate with Child Welfare case planning, helping foster families understand the case plan and helping case managers understand the dynamics or perspective of the foster family, and mediating conflicts that arise as a result.<\/span><\/span><\/span><\/span> Service Delivery<\/span><\/span><\/b><\/span><\/span> Monitor Child Welfare service delivery in the context of the foster family to ensure optimal information, resources, and direction for foster families in their delivery of service to foster children.<\/span><\/span><\/span><\/span> Evaluate foster families' ability to meet the service plan, reflecting the foster family's situation or input.<\/span><\/span><\/span><\/span> Community Liaison<\/span><\/span><\/b><\/span><\/span> Organize and direct foster families' involvement in community resources.<\/span><\/span><\/span><\/span> Attend community events, including Foster Family Week, and complete daily intake and screening.<\/span><\/span><\/span><\/span> Support<\/span><\/span><\/b><\/span><\/span> Provide clinical support relating to the outcome of investigations.<\/span><\/span><\/span><\/span> Develop plans and facilitate support groups for foster families.<\/span><\/span><\/span><\/span> Coordinate, hire, and evaluate specialized support services for foster parents.<\/span><\/span><\/span><\/span> Assist foster families with permanency plans for the child and with their own separation and loss issues.<\/span><\/span><\/span><\/span> Complete evaluations of children's needs to determine financial compensation to foster parents.<\/span><\/span><\/span><\/span> Assist foster families to work with biological families.<\/span><\/span><\/span><\/span> QUALIFICATIONS<\/span><\/span><\/b><\/span><\/span> Should possess one of the following: Bachelor of Social Work degree, or Bachelor of Arts degree or diploma in a related human services field such as Social Work.<\/span><\/span><\/span><\/span> A working knowledge of the Blackfoot Language is essential.<\/span><\/span><\/span><\/span> Excellent interviewing, assessment, and analytical skills is an asset.<\/span><\/span><\/span><\/span> Excellent written and oral communication skills.<\/span><\/span><\/span><\/span> Knowledge of the applicable child welfare legislation and policies which govern actions and provide legal authorities, Child Welfare, and regional directives.<\/span><\/span><\/span><\/span> Must undergo a Child Intervention Check and a Criminal Record Check with vulnerable sector.<\/span><\/span><\/span><\/span> A valid Driver's Licence and vehicle are required.<\/span><\/span><\/span><\/span>
