About the Position

LIVE is seeking a dynamic HR Staffing Specialist to join our team in Washington, DC. These positions will support the Department of Justice (DOJ) to provide staffing, strong recruitment, and hiring support to the Department of Justice's HR Services Staff and classifications support team. The estimated work hours for this role are 40 hours per week.

Responsibilities:

  • Advise management on recruitment strategies, vacancy announcements, appointment authorities, veterans' preference, pass-over and objections, and reduction-in-force procedures.
  • Perform job analyses; manage merit promotion and delegated examining processes.
  • Create vacancy announcements in USA Staffing; conduct qualification reviews; issue certificates of eligibles.
  • Input selectees into OPM's Onboarding Manager upon stakeholder approval for Entry on Duty (EOD).
  • Code personnel actions in FPPS in accordance with OPM regulations and the Guide to Processing Personnel Actions.
  • Review complex merit staffing cases, including conversion actions and veterans' preference pass-over packages.
  • Analyze and apply pay administration laws; advise on compensation flexibilities (recruitment, relocation, retention incentives).
  • Conduct training sessions for managers and HR staff on staffing processes and USA Staffing system use.

    Requirements:

    • Minimum 5 years of highly technical federal HR experience specializing in staffing, recruitment, and placement.
    • Demonstrated experience with delegated examining, merit promotion, and non-competitive appointment processes.
    • Thorough knowledge of veterans' preference law, pass-over procedures, and RIF regulations.
    • Proficiency in USA Staffing for announcement creation, qualification review, and certificate management.
    • Experience with Title 5 USC and 5 CFR staffing and employment provisions.
    • Experience coding personnel actions in FPPS or equivalent federal HR system.
    • U.S. Citizenship required.
    • Must be eligible for Tier 2 Public Trust background investigation.

    Preferred Qualifications:

    • OPM Delegated Examining Unit (DEU) certification.
    • Experience reviewing law enforcement pass-over packages (5 USC 3318).
    • Familiarity with OPM HR Connect or other federal HR shared service platforms.
