Position Purpose
Reporting to the Vice President of Government & Defense, the Senior Manager-Defense will work in close coordination with the broader JCB team (both internal & external), ensuring contract management activities and maintenance of accurate and complete contract files and records are conducted in accordance with company policies and procedures, applicable laws and regulations, customer requirements, and complaint within FAR and CAS.

Major Tasks, Responsibilities & Key Accountabilities
  • Proactively administer and manage complex Defense customer contracts, modifications, from conception through contract closeout.
  • Provide advice and counsel to program management regarding Federal Contracting policies, laws, and regulations
  • Maintain organized, audit ready contract files
  • Coordinate efforts across multiple business functions to ensure contract compliance
  • Assist with Defense Contract Audit Agency ("DCAA"), Defense Contract Management Agency ("DCMA") and other Government audits.
  • Perform compliance reviews on Government proposals
  • Assist in the development and implementation of corrective action plans submitted to the Government
  • Provide FAR and CAS guidance and training to employees
  • Support/assist with the implementation of strategic realignments or new structures as initiated by management
  • Develops and documents JCB Inc. policies and departmental procedures delineating such compliance tasks and processes.
  • Maintains JCB Inc's registration in the System for Award Management (SAM), the Department of State Directorate of Defense Trade Controls (DDTC), and the Militarily Critical Technical Data Agreement (DD Form 2345).
  • Support with the preparation, negotiation, and audit of forward pricing rates, incurred cost submissions, and cost impact analyses
  • Support complex contract negotiations on high dollar strategic opportunities, including negotiation of Non-Disclosure & Teaming Agreements
  • Champion the Government routine contractual reports according to data provided by responsible departments, including (for example) Contractor Manpower Reporting, Small
  • Business Subcontracting performance, Government Property status reports, and Federal Sub-Award Reporting System reports.
  • Serve as Cost Volume lead for complex RFPs, composing cost volume narrative and participating in proposal planning, strategy meetings, work sessions, color team reviews

Compliance Specific - Key Duties & Responsibilities
Policy Development and Implementation:
  • Create, update and enforce company policies to ensure compliance with federal regulations and government contractual obligations.

Monitoring and Auditing:
  • Conduct regular internal audits and reviews of business operations to identify potential compliance risk and ensure adherence to federal standards.

Risk Management:
Develop strategies to mitigate legal and regulatory risks, including designing control systems to address violations of federal and internal policies.
Training and Education:
  • Design and deliver ongoing compliance training programs for employees, officers and consultants to maintain awareness of federal regulations and ethical standards.

Investigation & Reporting:
  • Lead investigations into potential compliance violations and prepare detailed reports for senior management.

Collaboration:
  • Work closely with other departments, including HR, UK JCB, IT, JCB commercial, manufacturing and operations to ensure federal contract compliance is integrated into all businesses and processes.

Regulatory Liaison:
  • Serve as the primary contract for federal regulatory bodies (DCMA/DCAA), ensuring timely responses to inquiries and audits.

Program Oversight:
  • Implement and manage the organizations compliance program, including privacy,
  • security and internal controls and maintain documentation of compliance activities.

Contract Lifecycle Management
  • Manage cradle-to-grave contract activities for DoW and federal contracts, including RFP analysis,
  • proposal support, contract negotiation, award, execution, modifications, and closeout.
  • Review and interpret complex contractual requirements, FAR/DFARS clauses, SOWs, and terms &
  • conditions to ensure compliance and risk mitigation.
  • Prepare, review, and issue subcontract agreements, NDAs, and teaming agreements in alignment with prime contract requirements.
  • Support and Train Contract Specialist and Subcontract Specialist in all FAR/DFAR, small business, & subcontract flow downs and contractual expectations.

Compliance & Risk Management
  • Ensure organizational adherence to all applicable laws, regulations, and policies, including FAR, DFARS, CAS, ITAR, and other DoD-specific requirements.
  • Identify contract risks and develop strategies for mitigation; provide guidance to leadership and program teams.
  • Support DCMA & DCAA audits, CPSRs, and internal compliance activities as required.

Financial & Administrative Oversight
  • Collaborate with finance, program management, and pricing teams to support cost proposals, funding management, and contract forecasting.
  • Review and validate cost volumes, pricing data, and cost narratives for accuracy and compliance.
  • Monitor contract funding status, deliverables, and invoicing alignment with contract requirements.

Communication & Stakeholder Partnership
  • Serve as the primary point of contact for contracting officers, government representatives, and internal stakeholders.
  • Provide clear interpretation of contractual obligations to cross-functional teams, including program management, engineering, and operations.
  • Support strategic business development efforts through contractual guidance and proposal input.
  • Other duties as assigned

Minimum Qualifications
  • Bachelor's degree in an associated discipline plus minimum of four (4) to six (6) years' experience in related government contract administration, procurement, and/or government cost accounting environment.
  • Four years of additional experience maybe substituted for the BA
  • Must pass any drug screens, background checks, and any pre-employment tests, which will be conducted in accordance with applicable law.

Preferred Qualifications
  • Strong Working knowledge of Federal Acquisition Regulations, Cost Accounting Standards, and Truth In Negotiations Act.
  • Experience within a Federal Contracting and cost accounting environment with the following types of contract experiences: CR, ID/IQ, T&M, CPFF, CPAF, and FFP.
  • Outlook and SAP familiarity is preferable.
  • Wide Area Workflow (WAWF)
  • DAWIA accreditation in contracting, program management, logistics and / or CPMC.
