DCAS Human Capital (HC) oversees New York City's Civil Service system, ensuring the City's workforce operates with fairness, integrity, and accountability. HC manages the development and administration of civil service exams, providing City agencies with the foundation to staff critical roles across government. Beyond exams, HC shapes and implements citywide policies, drives professional development and training programs, and ensures compliance with civil service law and other regulatory requirements, enabling City agencies to deliver essential services effectively and reliably.
The Exam Development Group, within the Bureau of Examinations, is responsible for collaborating with City Agencies in the development of civil service exams for competitive class titles by working with City Agencies' Subject Matter Experts (SMEs) to conduct in depth job analyses. These job analyses are used to develop rating guides and questions which may appear on civil service examinations and are used to determine candidate eligibility on distinct lists for the respective civil service title. The Bureau of Examinations seeks to appoint one (1) Tests & Measurement Specialist Level 02 to work in the Exam Development Group.
The Tests & Measurement Specialist Level 02 will be responsible for, but not limited to the following tasks:
-Conducting field observations and interviews to identify the essential functions of job titles;
-Creating and administering job analysis questionnaires and linking surveys;
-Analyzing questionnaire and survey data to create test plans; and
-Developing, administering, and rating tests for employment and promotion in a variety of NYC government agencies under DCAS jurisdiction, and other City agencies including Health + Hospitals and CUNY.

TESTS AND MEASUREMENT SPECIAL - 12704
Qualifications
1. A master's degree in psychology or a related field from an accredited college including or supplemented by at least 12 credits in any combination of two or more of the following course areas: tests and measurement, statistics, research, personnel psychology, and computers; or
2. Completion of at least 45 credits towards a master's degree in psychology or a related field from an accredited college including or supplemented by at least 12 specialized credits as described in "1" above; or
3. A baccalaureate degree in psychology or a related field from an accredited college including or supplemented by at least 12 specialized credits as described in "1" above, and two years of satisfactory full-time professional experience in the development of personnel selection tests; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must possess a baccalaureate degree from an accredited college and the 12 specialized credits as described in "1" above.
Special Note
To be eligible for placement in Assignment Level II or III, individuals must have, after meeting the minimum requirements, either one year of experience in performing professional testing and measurement work, or possess a doctorate in psychology, statistics, educational research, or a related field.
