Role: Oversight Architect Client: DC Government Location: Washington DC (Remote) Job Description: This position is housed under the Department of Health Care Finance (DHCF), with the core role of supporting the oversight of operations and maintenance activities of the DC Access System (DCAS). The Department of Health Care Finance is seeking an exceptional Curam Certified Technical Architect to support the District's consolidated health and human services eligibility and enrollment, specifically the DC Access System (DCAS) implementation project. DHCF is looking for an individual to support the implementation and delivery of multiple releases and projects for the DCAS system.

The candidate will work with and oversee multiple vendor teams at DCAS, as well as collaborate with business stakeholders from DHCF partner agencies to ensure that district-specific requirements are captured, designed, and delivered in alignment with the technology components of the DCAS infrastructure stack. The architect will interact heavily with management and customers, creating schedule estimates for effort and timelines. The role involves participation in planning meetings, update sessions, code management, and overseeing staff and work progress.

The ideal candidate should have experience at the technical architecture level with technologies such as IBM Cram Social Program Management, Oracle suite of products (Database, IAM, and SOA), and AWS Cloud. Additionally, experience as a Senior Project Manager (PMP Certified) in the health and human services sector for government agencies, especially in delivering State-based Marketplaces under the Affordable Care Act (ACA), is required. This is a complex project demanding individuals who can work effectively in high-performing, fast-paced environments to meet strict deadlines monitored by federal funding agencies.
