This job announcement is open to current permanent IRS competitive service employees in Taxpayer Services business units.

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume.

QUALIFICATION REQUIREMENTS: You must meet the following requirements by the closing date of this announcement.
IR-01 SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or equivalent GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include:

  • Experience in Submission Processing pipeline operations, applying this expertise to oversee program performance, identifying risks, and driving operational improvements. Advising and supporting senior executives on program strategy, operations, and policy, including translating executive priorities into actionable plans, providing recommendations that influence decision-making, and representing leadership in meetings or forums with internal and external stakeholders.
  • Applying management principles, methods, theories, and labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This includes responsibility for assigning work, evaluating performance, and ensuring results through subordinate staff and/or supervisors. (This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others.)
  • Developing long-and short-term planning guidance, assessing resource utilization and evaluating inventory and managing workplans to strategically apply resources. Making changes to current processes and procedures covering agency program goals and objectives to optimize operations, improve processes, and achieve agency priorities. Utilizing financial management principles, managing program budgets, monitoring program effectiveness, and recommending financially-sound operational changes.
  • Reviewing and evaluating proposals, conducting studies, developing recommendations for senior leadership and analyzing new or revised policies. Oversee the planning, development and implementation of programs, applying regulations, policies, and guidance to ensure alignment with organizational goals.
  • Applying principles, practices, and policies of Strategic Human Resources, personnel management and administration to provide guidance and leadership in carrying out program operations. Utilizing programs, work functions, and staff-hour planning methods and techniques to initiate, plan, organize, direct, and manage the functions and employees.
  • Applying oral and written communication methods and techniques to provide feedback to all levels of management, provide guidance and direction to subordinate staff and supervisors, and facilitate discussions with internal/external stakeholders, customers and executives.
  • Leading projects, establishing and evaluating internal controls in accordance with management assurance frameworks, supporting audits conducted by oversight bodies such as TIGTA and GAO, including audit process, documentation requirements, and formulating responses to inquiries, findings and recommendations.
