Position Title: Project Manager

Period of Performance:

Start Date: One 1-year base period plus four 1-year option periods


Place of Performance:

Hybrid (Mostly Remote – needs to be able to attend meetings at USDA)


Position Summary: The Project Manager manages project scope, including enterprise and data architecture, HCM data migration, data quality and cleansing, data governance and metadata management, systems integration, Databricks Lakehouse support, testing and validation, change management, and knowledge transfer. Manages schedule, resources, risks, execution, deliverables, and cross-team collaboration across USDA, OHRM, OCIO, OPM, NFC, and system owners.


Key Responsibilities:

Program oversight, coordination, schedule, risks, deliverables, stakeholder management, knowledge transfer oversight.

  • Enterprise & Data Architecture: Enterprise architecture, data architecture blueprints, system inventories, solution architecture, governance standards, decommissioning strategy, FinOps, architecture reviews
  • Data Migration Planning & Coordination: Migration strategy, plans, timelines, crosswalks, mapping rules, trial migrations, reconciliation
  • Business & Functional Analysis: Requirements gathering, readiness assessment, risk analysis, UAT support, business process development
  • Change Management & Communications: Communication plans, stakeholder engagement, training, readiness, adoption metrics, organizational change strategy
  • Testing & Validation: Test cases, reconciliation scripts, UAT coordination, data verification
  • Knowledge Transfer: Training, SOPs, workshops, shadowing sessions, documentation, repository management

Required Qualifications:

  • Senior-level experience (5+ years) of progressive federal government experience leading data projects and data teams, such as enterprise data architecture, data migration, data integration, data quality, data governance, Databricks Lakehouse, and data engineering initiatives.
  • Demonstrated ability to manage complex federal government projects and meet project requirements.
  • Experience coordinating cross-functional and cross-organizational project teams.
  • Problem-solving, documentation, and presentation skills.

Education:

  • Bachelor’s degree and/or Equivalent Experience in Business Administration, Project Management, Information Technology, Computer Science, Information Systems, Data Science, or a related discipline.
