Job description

OCT Consulting is a business management and technology consulting firm that supports Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has an opening for a Contract Database Support SME to support a client. This position is contingent upon contract award.
The SME serves as the dedicated resource that ensures accuracy, usability, and security in the contract data environment. This person will be a SME in modern database and reporting tools, including Microsoft 365 applications, SharePoint Online, and SQL-based systems.
Day to day responsibilities include:
โ€ข Database Development and Maintenance: Design and update database structures, forms, queries, and dashboards to meet evolving acquisition and contracting requirements, leveraging modern tools such as SQL Server, SharePoint Online lists/libraries, and Power Platform.
โ€ข Testing and Quality Assurance: Conduct functional and regression testing of database modifications to ensure accuracy, reliability, security, and compliance with agency standards.
โ€ข Documentation: Prepare and maintain technical documentation for database objects, workflows, integrations, and user guidance to support continuity of operations and knowledge transfer.
โ€ข Reporting and Analytics: Develop and refine reports, queries, and interactive dashboards using Power BI and other analytics tools to provide actionable insights into acquisition activities, contract status, and resource utilization -- responding to queries and questions as needed.
โ€ข Transition Support: Assist in possible migration to a new integrated contract writing and financial management system, including creation of a legacy data repository to preserve historical records, ensure data integrity, and enable seamless access to archived information.
โ€ข Technical Expertise: Provide advisory support and troubleshooting for database-related issues, leveraging SME-level proficiency in Microsoft 365, Power Platform, SharePoint Online, and SQL-based solutions to optimize performance, usability, and scalability.
โ€ข Data Extraction & Validation: Extract and validate contract and procurement data, ensuring accuracy, completeness, and consistency of all outputs to support reliable acquisition decision-making.
โ€ข Contract Data Analytics: Produce recurring reports and conduct trend analyses on obligations, expenditures, and contract actions, identifying anomalies, compliance risks, and inefficiencies to strengthen oversight and improve contract execution.

Qualifications/Requirements
โ€ข Bachelor's degree in information technology or related field
โ€ข 10+' years experience in database support roles
โ€ข Proficiency in SQL Server including query writing and database design
โ€ข Highly proficient in Microsoft 365 applications (Excel, Power BI)
โ€ข Proficiency in SharePoint Online
โ€ข Experience utilizing Power BI and other analytics tools to develop reports, queries, and interactive dashboards
โ€ข Ability to obtain and maintain required security clearance; background investigation may involve credit, fingerprint, and law enforcement agency checks
โ€ข Fully remote/telework position with requirement to use camera during Microsoft Teams meetings when directed
