PSE's New Product Development team is looking for qualified candidates to fill an open Pole Transfer - Technical Project Manager position!
Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.
Job Description
Under minimal supervision of more experienced staff, prepares solutions to a wide range of technical problems through the application of standard engineering practices and principles. Prepares engineering plans, designs, specifications, standards, cost estimates, evaluations, or studies. Duties may include data and records management, research, managing engineering projects, and working directly with customers. Assignments are broader in scope and may be composed of many interrelated elements requiring interpretation of project guidelines and adaptation of standard practices. Supports emergency response operations when needed.
Upholds the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.
Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations.
This job is considered "safety sensitive" as defined in RCW 49.44.240 and is subject to pre-employment drug screening that includes screening for the presence of marijuana and marijuana metabolites.
Job Responsibilities

  • Performs complex and non-standard project work in support of department needs using applications and tools specific to job assignment and discipline. Examples may include:
    • Prepares engineering plans, designs, specifications, and standards.
    • Develops and prepares engineering studies to support specific program objectives and drive investment levels.
    • Identifies, conducts and documents research for system compliance requirements.
    • Prepares cost estimates and project evaluations.
    • Interacts and coordinates directly with internal and external customers to understand project requirements.
    • Performs or manages the creation and updating of job work orders and project documentation including tasks, calculations, and reporting.
    • Conducts office and field research, measurement and verification of equipment data, and creates and updates equipment records.
    • Directs and performs data and records management.
  • Perform JFN process and procedures ("Joint Facility Notification").
  • Knowledge of the NJUNS System (National Joint Use Notification System).
  • Processing Yellow Cards to get our Communication Partners to transfer their facilities.
  • Perform project closings.
  • Permit and TCP creation and submission.
  • Facilitate the removal of stub poles throughout PSE's service territory.
  • Performs other duties as assigned.Ensures compliance with codes, standards, and design, operation and maintenance requirements.
  • Coordinates the work of others who assist in specific assignments (including contractors/consultants).
  • Identifies improvements to and updates department standards, processes, templates, tools and databases with oversight from more senior team members.
  • Solves problems independently with ability to work around barriers.
  • Effectively communicates technical information to team members and internal and external customers.
  • Checks and reviews simple project work of others. Provides basic technical guidance to other personnel.
  • Supports emergency response work as requested including immediate and extended restoration efforts driven by weather and other system failures.
  • Performs other duties as assigned.
Minimum Qualifications
  • Two-year technical degree or equivalent technical certificate in design or pre-engineering and 2-3 years of relevant experience, or 6+ years of relevant experience.
  • Level of knowledge of subject matter within assigned area of focus is sufficient for completing most project work independently. Basic knowledge of related disciplines.
  • Organization, documentation, prioritization, and project management skills.
  • Strong interpersonal and communication skills.
  • Proficient with PC and design software, and other database applications.
Desired Qualifications
  • Experience in design, preparation of specifications, technical field work, or system studies.
  • Experience in project cost estimating or scheduling.
  • Experience working with both internal and external customers on projects.
  • Knowledge of engineering economics & analysis.

The pay range for this position is $80,200.00 - $115,800.00, and this position is eligible for annual goals based incentive bonuses.
