ProSidian Seeks a Database Administrator (Contract Contingent) in Rockville, MD to support an engagement for an independent agency of the United States Federal Govt. that is primarily responsible for administering civilian foreign aid and development assistance 

The ProSidian Engagement Team Members work to will assist in Administrative, Database The Agency's Data Center Tasks and Services, Website Management, Workshops, Technical Support, and other optional tasks. These services will include, but are not limited to, cataloguing data files and software, hardware and server monitoring, quality management, quality assurance review, preparing monthly progress and summary cost reports, conduct monthly meetings with the agency, provide confidential storage for all electronic files, statistical analysis services using the Medical Expenditure Panel Survey (MEPS) and the Healthcare Cost and  Utilization Project (HCUP), create public use files, provide onsite support for the Agency's Data Center, and maintain and manage MEPS and HCUPnet websites.

Database Administrator Candidates shall work to support requirements for Other Logistical Support As Needed and maintain, store, catalogue, document, edit, and update files for the agency's database.

The Database Administrator will help with providing services for designing, testing, and running programs to edit raw data including matching, resolving logical inconsistencies and performing imputations, matching algorithms, and other available methods to account for missing data; creating appropriate sample weights and variance estimates in an efficient manner; and performing quality control checks on final versions of the files. The Database Administrator will collaborate with senior managment to resolve company database policy compliance and vulnerability violations. he Senior Programmer may also provide programming and statistical analysis services using MEPS and HCUP data using econometric and statistical techniques used with a variety of large data sources including national surveys, discharge and claims database. The Database Administrator may also monitor, diagnose and resolve database access and performance issues and develop, implement, and maintain change control and testing processes for database modifications.

Qualifications

The Database Administrator shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.  Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily.  The requirements listed below are representative of the knowledge, skills, and/or abilities required:  GS-14 Equivalent (e.g., STTA subject matter expert, program manager, senior program analyst, etc.): 

 Master's degree or equivalent from an accredited college or university in a relevant field

Experience with regular programming in SAS, STATA, and SUDAAN using health related survey data (including analysis of health care quality, patient outcomes, access and continuity/coordination of care, utilization, and expenditures), or comparable formal education in a health-related field or social science; and experience in using the required database or in the type of work that the task entails.

Bachelors degree required; Masters degree preferred in a relevant field.

At least 4 to 6 years relevant experience (project management, finance, contracts, and operations). 

Ability to work effectively both independently and as part of a team.

Candidate must have strong attention to detail and organizational skills.

Demonstrated ability to propose possible resolutions to complex technical, managerial or operational problems.

Demonstrated leadership, management, organizational, and decision-making skills.

Demonstrated proactivity, attention to detail, working within deadlines, and ability to juggle multiple priorities in a fast-paced environment.

Excellent written and verbal communication skills

Experience in project administration and management procedures preferred.

Experience in the use of database applications and presentation software desirable.

Intermediate level proficiency in MS Excel and other MS Office Suite programs.

Requires proficiency in the use of Microsoft Office with an emphasis on Excel spreadsheet skills, PowerPoint, Internet and e-mail applications.

TRAVEL:  Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.  LOCATION:  Work shall be conducted at the Rockville, MD
