Job description

What We're Looking For:
Barge Design Solutions is seeking a Senior Biologist to manage complex projects with minimalsupervision and provide quality deliverables to clients and regulatoryagencies. Individuals in this role will act as Subject Matter Specialists (SMS)and consultants for a range of environmental projects requiring federal andstate permits, with an emphasis on wetland mitigation banks in Florida. Asuccessful candidate will be capable of providing sound solutions to complexproblems that comply with regulatory agency standards and meet clientexpectations, while fostering various stakeholder relationships.
Responsibilities
  • Collaboratively designing restoration and mitigation plans, interpreting qualitative and quantitative monitoring results, and analyzing complex scientific data.
  • Permitting environmental projects in conformance with state and federal regulations and templates.
  • Performing Uniform Mitigation Assessment Method (UMAM) evaluations and data forms.
  • Performing state and federal wetland delineations and listed species habitat evaluations and surveys.
  • Compiling state and federal wetland data forms.
  • Completing Formal Determinations and Jurisdictional Determinations.
  • Preparing figures and exhibits using ArcGIS software.
  • Collecting and analyzing hydrologic data from surface waters and groundwater monitoring wells using staff gauges, water-level meters, and data loggers.
  • Installing staff gauges, groundwater monitoring wells, data loggers, and barometric pressure transducers.
  • Collecting vegetative data using a variety of qualitative and quantitative approaches.
  • Database management and QA/QC for hydrologic and vegetative data
  • Writing, compiling, and reviewing technical reports for field assessments and monitoring.
  • Writing, executing, and reviewing land management plans for restoration, conservation, and other project types.
  • Coordinating with District and USACE regulatory staff throughout permitting processes.
  • Providing oversight and synthesis of all permitting phases of assigned projects.
  • Providing complete scientific leadership from project inception through completion.
  • Supporting Project Managers with development of project scope and budgets.
  • Leading and supporting client and internal meetings.
  • Managing various stakeholder relationships to ensure clear communication and resolution of problems.
  • Managing all facets of project deliverables, including mentorship of junior staff, to execute permitting, planning, and implementing projects.
  • Collaborative (with Client Service Leads or Project Managers) sub-contractor oversight
  • Conducting site visits to monitor progress of projects, as needed.
  • Ensuring compliance and alignment of work to project goals, work plans, proposals, and permit documents.
  • Coordinating with clients and stakeholders to find solutions when project challenges or issues arise.
  • Performing other duties as requested.

Education & Experience Qualifications:
  • Bachelor's degree from accredited program
  • Minimum of 5-6 years of relevant experience.
  • Very strong technical writing.
  • Seasoned ecologist with extensive experience and knowledge of Chapter 62-330 F.A.C., Environmental Resource Permit (ERP); Chapter 62-342 F.A.C., Mitigation Bank Rule; Section 404 Clean Water Act (CWA); and development of Mitigation Banking Instruments (MBI).
  • Knowledge and experience with Chapter 62-340 F.A.C., Delineation of the Landward Extent of Wetlands and Surface Waters.
  • Knowledge and experience with the Corps of Engineers Wetland Delineation Manual and applicable regional supplements.
  • Effective task management experience to ensure projects are delivered on schedule and in accordance with proposals and work plans.
  • Experience with mitigation bank monitoring and permitting in Florida.
  • Experience and relationships with USACE, Water Management Districts, and the FDEP is preferred.
