Job description

Job Title: Project Manager – Data Science
Location: San Diego, CA, 92123 Summary: Individual assists the NAVWAR Data Science Learning Program (DSLP) Program Manager by providing programmatic and administrative support services for the Data Science (DS), Artificial Intelligence (AI), and Machine Learning (LM) initiatives being implemented under the DSLP. These services include overseeing the subcontractor supporting the creation of assigned Data Science training material and conduct of the training; scheduling training events; development of program metrics; and generation of briefing material to support required executive level meetings. Essential Duties and Responsibilities: • Maintain a Work Breakdown Structure (WBS) used for the DSLP program that defines project efforts and identifies associated resources and schedule. • Maintain a DSLP Program Master Schedule and develop individual project schedules for activities within the Master Schedule as required. • Generate and present to senior leadership, program briefs that summarize the status of projects in progress, completed projects, upcoming or potential projects, program challenges, and future opportunities for the program. • Collect and generate DSLP program performance metrics related for the DSLP training program, to include metrics on promotional campaigns, course participation, student demographics, student feedback, etc. • Generate communication materials, e.g., graphics, briefs, videos, etc., to be used to increase awareness and utilization of the program’s DS/AI/ML training opportunities. • Generate meeting announcements, agendas, minutes, and maintain action items for meetings, working groups, and/or telcons. • Generate a Weekly Status Report documenting the program’s DS/AI/ML project’s status, e.g., tasks assigned, tasks accomplished, tasks remaining, topics requiring Government support, and any updated schedules as appropriate. • Functions as the face of the DSLP training program by orchestrating course announcements, student registration, pre- and post- class interactions with students, and addresses any technical issues with course presentations. • Coordinates instructors to scheduled classes and provides course/student support as required. • Oversees DSLP “incubator” projects, responsible for developing project plans, timelines, budgets, resources allocations, and risk management strategies to keep these projects on track and within scope of the program. • Maintains an archive of all DSLP course materials, recordings, student records, and “incubator” project’s documentation. • Monitor the development of new training material that is presented in a virtual environment with live instructors, in-person classrooms, and computer-based courses. • Generate various documents and reports using Microsoft Office products, e.g., PowerPoint, Excel, Word, etc. Required Qualifications: • Bachelor’s Degree (technical field). • Five (5) years of program management experience, ideally including subcontract management • Working knowledge and experience with Data Science activities and methodologies. • Experience working across and with Echelon II Navy commands (equivalent to large business corporate level) • Must be a self-starter, able to work effectively on an individual basis and/or as part of a team; requires limited to no supervision. • Excellent English communication skills both verbally and written, and experience with standard Navy terminology. • Must have working knowledge and experience with Microsoft Office applications, e.g., Outlook, Word, PowerPoint, Excel, Teams, etc., plus experience with MS Project and MS Power Apps (Power BI, Power Automate, etc.) • Reports to an exempt Government DSLP Program Manager • Must be able to successfully pass the required pre-employment drug screening. • SECRET Security Clearance (required). Desired Qualifications: • Bachelor’s Degree (Data Science, Mathematics, Computer Science, or related technical field). • 10 years of Program Management experience, ideally including subcontract management • Three (3) years of experience with the data science lifecycle, including problem definition/hypothesis formulation, data capture and preparation, exploratory data analysis, etc. • Five (5) years of experience in statistics, probability, data engineering, feature engineering, predictive modeling, machine learning, classification, time series analysis, Python programming, and data visualization. • Three (3) years’ experience with the libraries, tools, and programming languages: Python and/or R, Jupyter Notebooks, Databricks, RStudio, Pandas, Numpy, etc. • Experience with artificial intelligence to include deep learning. • Experience in the areas of Waypoints/Cornerstone, Power BI, Power Automate, Dataverse for Teams, etc. • Basic knowledge and understanding of Navy C5ISR systems.
