Job Summary:
SCAN is a nonprofit health organization dedicated to improving care for older adults. The Director of Data Platform Architecture & Ops is responsible for modernizing SCAN’s data ecosystem to support analytics and operations, guiding the evolution of the platform to enable insights that support the mission of keeping seniors healthy and independent.
Responsibilities:
• Drive the enterprise data architecture vision and roadmap, ensuring platform design directly supports business, clinical, operational, and regulatory priorities across the health plan.
• Direct cloud data platform modernization, including the migration of legacy systems into a scalable Snowflake-based architecture on Azure, with a strong focus on security, performance, cost management, and HIPAA/CMS compliance.
• Establish enterprise data modeling standards applying Data Vault 2.0, domain-driven design, and dimensional modeling, and lead design & delivery of high-quality data pipelines using modern tools (Snowflake, ADF, Databricks, Coalesce) and best practices for orchestration, testing, observability, version control, and deployment automation.
• Implement and steward semantic layers and self-service frameworks, enabling governed access to trusted metrics, curated subject areas, and reusable data products across analytics, clinical, actuarial, and operational teams.
• Provide deep healthcare payer data expertise, shaping solutions across (among other areas) eligibility, claims, quality, UM/CM, contract reporting, network, MedEcon, and regulatory requirements.
• Guide teams to adopt SAFe agile frameworks, supporting PI planning, backlog refinement, dependency management, and iterative delivery while fostering transparency and predictable velocity.
• Embed DevOps and DataOps practices into engineering workflows, including CI/CD pipelines, automated testing, code reviews, infrastructure-as-code, pipeline observability, and continuous improvement of deployment speed and stability.
• Provide executive oversight of production data issues, platform reliability, and incident response, ensuring root-cause analysis, durable fixes, transparent communication, and continuous improvement of stability, data quality, and system uptime.
• Oversee the design, governance, and deployment of enterprise BI tools and reporting platforms, ensuring consistent semantic definitions, scalable data delivery patterns, and reliable access to dashboards, curated data marts, and productionized analytics across the organization.
• Lead enterprise data de-identification, masking, and privacy-preserving data practices, ensuring PHI and PII protections are embedded into platform design, pipeline development, data sharing workflows, and all downstream analytics in alignment with HIPAA, CMS, and internal InfoSec policies.

Qualifications:
Required:
• 10+ years in data engineering, data architecture, or analytics platform roles, with 5+ years managing high-performing technical teams.
• Proven leadership of enterprise-scale cloud migrations, ideally into Snowflake.
• Hands-on expertise with Data Vault 2.0 modeling, dimensional modeling, and domain-driven design.
• Strong experience with Azure (ADF, Data Lake/OneLake, Databricks), Snowflake, CI/CD/DevOps, orchestrators, and metadata/catalog tools (e.g., Collibra).
• Deep understanding of healthcare payer data, CMS regulatory environments, and interoperability frameworks.
• Experience establishing semantic layers and implementing self-service analytics platforms.
• Working knowledge of SAFe or similar scaled agile frameworks.
• Strong communication skills with the ability to translate technical detail into strategic impact for non-technical stakeholders.
Preferred:
• Experience with DataOps frameworks and automated testing/observability for data pipelines preferred
• Exposure to MLOps and ML-ready architectures preferred
• Background partnering with actuarial, clinical, care management, network, and operations teams preferred
• Experience with modern transformation tools (e.g., Coalesce, dbt, or comparable) preferred
• Prior experience in Medicare Advantage, duals, or multi-line payer environments preferred
