Job description

For roles that are 100% remote or hybrid, you must have access to a reliable high-speed internet connection to support daily job responsibilities. Role Overview
As Manager IT, Enterprise Data Governance & Quality, you will be an established change agent and a collaborative leader who supports the delivery of EDO's mission. You will have broad responsibility for executing on our data strategy which includes developing and enacting data policies and standards, establishing common processes and procedures critical to data management, curating and extending the firm's data taxonomy catalog and quality scorecard, and communicating the strategic and operational progress of data management to senior leadership.
This individual provides overall corporate Enterprise Data Governance and Quality Services within the IT Data Management Group. Responsibilities include leadership, strategic roadmaps, technical oversight, and overall architectural guidance as well as providing solid execution to Governance & Quality program initiatives.
Work Arrangement
  • This is HYBRID, office based position. Associate will work in our beautiful Ellis Preserve office located in Newtown Square, PA at least three (3) days per week, including core days of Tuesday, Wednesday, and Thursday

Responsibilities
  • Delivering the vision of data management and governance at AmeriHealth
  • Establish and operationalize enterprise data governance framework, implementation of data governance roadmap including strategic priorities for development of information-based capabilities
  • Establish and operationalize enterprise data quality framework, implementation of data quality roadmap including strategic priorities for development of information-based capabilities
  • Operationalize enterprise-wide data governance and data quality frameworks with a focus on improvement of data quality and the protection of sensitive data through modifications to organization behavior policies and standards, principles, governance metrics, processes, related tools and data architecture
  • Work with Data Stewards to coordinate the creation of data quality controls and monitoring tools
  • Define roles and responsibilities related to data governance and ensure clear accountability for stewardship of the company's principal information assets
  • Independently assess specific risk areas - brings ideas and strategies to the forefront and propose modifications to the Quality Assurance Program where necessary
  • Identify and drive continuous quality process improvements as a consequence of audits, assessments, inspections, Quality Events, trends/metrics and root cause analysis
  • Serve as a liaison between Business and Functional areas and technology to ensure that data related business requirements for protecting sensitive data are clearly defined, communicated and well understood and considered as part of operational prioritization and planning
  • Develop & maintain inventory of the enterprise information maps, including authoritative systems, owners
  • Build and lead a world class team, and be proficient at attracting, developing, and organizing talent in support of Amerihealth client focus and culture of excellence
  • Facilitate the development and implementation of data quality standards, data protection standards and adoption requirements across the enterprise
  • Define indicators of performance and quality metrics and ensure compliance with data related policies, standards, roles and responsibilities, and adoption requirements
  • Lead Senior Management, comprising resources from the Business and Functional areas and IT business and operations functions, to achieve their objectives; resolve issues escalated from Business and Functional areas data governance representatives
  • In conjunction with the IT, provide progress reports to Board management and oversee periodic updates to the Department Data Governance Roadmap
  • Coordinate external data sources to eliminate redundancy and streamline the expense related to those services
  • Ability to recognize business needs, limitations with existing products/platforms to meet those needs and providing creative solutions to advance data governance/catalog automation maturity

Education and Experience
  • Bachelor's Degree in Computer Science, Information Systems or related studies; or equivalent related project experience
  • At least ten (10)+ years of experience in Data Operations, Data Governance & Quality, and Data Management in a healthcare environment
  • Healthcare experience is a must (Payer, Provider, CMS or life sciences); must have familiarity with healthcare data domains (clinical, provider, member, quality / HEDIS, claims, etc.)
  • Demonstrable experience supporting development of a vision through execution and day to day leadership of a dynamic, client-focused organization
  • Experience creating and executing effective change management, leading others through transformational change
  • Broad and deep understanding of data systems (e.g., industry platforms, data tools, portals, workflow, automation), digital savvy, and experienced in surfacing technological/digital solutions to solve business issues
  • Proven experience in building and maintaining collaborative working relationships with internal clients to understand their business needs
  • Knowledge of business risk, solid understanding of robust operating procedures and controls
  • Experience with data governance and quality tools such as Collibra DQ, IDQ , Axon, and BigID
  • HL7 and CMS Interoperability knowledge is plus
